Expression of Interest are invited for Consultancy Services
The assignment which involves providing Technical/Operational and Management Support to PHWC shall have the following objectives:
a. Provide a shared vision, strategic development and management framework, and a detailed concept for integrated WASH facilities through a participatory stakeholder-driven design process.
b. Develop a detail implementation strategy for SWWM plan
c. Support in soliciting for resource mobilization activities on SWMM Plan.
The core tasks, roles and responsibilities of the consultant:
a. Develop a detail profile of existing situation base on:
• Facilities status i.e toilets with septic tanks in schools, residential households, industry and public places, septage collection and treatment, sewage (if any) and open drains.
• Institutional arrangement in terms of skills, knowledge and attitudes (SKAP) of key Ministry and Agency staff in charge of SWWM; and
• Community attitudes and perceptions (closely coordinated with the KAP study).
b. Develop possible feacal sludge management (FSM) options in collaboration with users (households, institutions and communities) and city authorities (MRRD, PHWC, WMA and LGAs). Taken into account key principles such as:
• The use of wastewater as a resource (for fertilizer in agriculture and aquaculture);
• Minimizing quantity of waste and managing as close as possible to source;
• Utilizing both human and environmental needs;
• Ensuring the use of climate change in technology design and
• Polluter pays concerns
c. Develop an institutional plan and set out recommendations for regulatory enforcement and monitoring of SWMM pratices; and
d. Develop and review exsiting development plans, previous studies, engineering design and costing integrating institutional, gender and cost recovery for selected priority sanitation options that would support in the development of the Urban Integrated Sanitation Master Plan in the future.
