Expression of Interest are invited for Consultancy Services for the Engagement of Independent Verification Agent (Iva) for the Sustainable Procurement, Environmental and Social Standards Enhancement (Spesse) Project.

The consulting services (“the Services”) include:
• Independent verification on the processes employed by the Sustainable Procurement, Environmental and Social Standards Enhancement Centres of Excellence (SPESSECE-s) in six Nigerian Universities and their achievements towards the attainment of the agreed Disbursement Linked Results (DLRs) and the subsequent calculation and verification of their entitled Disbursement Linked Indicator (DU) incentives;
• Review of SPESSE project documentation;
• Interviews with key stakeholders: (NUC), SPESSECE-s, World Bank, Bureau of Public Procurement (BPP), Federal Ministry of Environment (FMEnv), Federal Ministry of Women Affairs (FMWA), etc.);
• Elaboration of the verification mechanism in light of the TOR, Proposal and inception phase findings;
• Development of Inception Report and revision as per comments.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:
The following criteria shall be used to assess the qualification of the firm:
(i) Core business and years in business
(ii) Technical and managerial organization of the firm
(iii) Qualifications in the field of the assignment. Specifically:
(a) Experience in two similar assignments in conducting Independent Verification for results-based or incentive- based development projects within the past 5 years;
(b) Previous experience within the past 5 years in providing advisory services in Nigeria as part of a donor-funded project is an advantage; and
(c) Documentary evidence to show experience in supporting and undertaking the production of reports and related documents that are comprehensive and address the needs of the client in the past.
(d) The above claims must be backed up with documentary evidence of contract award and completion certificates.
