NOTICE OF ExPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR THE HEALTH, SAFETY, SECURITY, SOCIAL AND ENVIRONMENTAL COMPLIANCE AUDIT FOR ISIMBA 183 MW HYDROPOWER PLANT AND TRANSMISSION LINE:

1. The Ministry of Energy and Mineral Development has allocated funds to be used for the
provision of Consultancy Services for the Health, Safety, Security, Social and Environmental
Compliance Audit for Isimba 183 MW Hydropower Plant and Transmission Line.
2. The Entity now invites eligible consultants to submit sealed expressions of interest for
Consultancy Services for the Health, Safety, Security, Social and Environmental Compliance
Audit for Isimba 183 MW Hydropower Plant and Transmission Line.
Objectives
The specific objectives of the Audit include:
1. Identify health, safety, security, social and environmental impacts associated with the ongoing
hydropower operation works, road and access bridge works, and activities under Kalagala and
Itanda and Transmission line;
2. Analyze how adequately the contractor has been able to manage the social, health, safety, security
and environmental impacts of the project components ;
3. Assess the status of compliance of ongoing developments and operations at Isimba HPP site and
transmission line with national environmental laws, regulations and standards, and industry best
practices.
4. Suggest recommendations on how to improve on the non-compliance areas identified during the
Audit;
5. Assess the status of compliance with the mitigation measures proposed in the ESIA for Isimba
HPP, ESIA addendum of the impacts of Isimba Hydropower Project on the Kalagala and Itanda
Offset Area, ESIA declaring Kalagala and Itanda as a Special Conservation Area including additional
ESIA study mitigation measures and NEMA certificate approval conditions and other subsequent
requirements from the regulatory authorities, including permits issued by the Directorate of Water
Resources Management, Department of Occupational Health and safety, Ministry of Internal
Affairs, Ministry of Water and Environment, Department of Petroleum Supplies, NEMA, among
others.
6. Identify and mitigate impacts not addressed in the original ESIA studies, certificates. Permits,
licenses, etc.
4. Regulatory requirements for environmental audits
Environmental Audits are a regulatory requirement and are provided for under the following national
laws and regulations:
Section 126 (1, 2 and 5 (b, c) of the National Environmental Act, No.5 2020 stipulates the need for
the Developer to carry out compliance Environmental Audits within a specific period of time and
the audits shall be carried out taking into consideration conditions stipulated in the certificate of
approval of the Environmental and Social Impact Assessment, conditions contained in the permits,
licenses and other approvals.
Key regulations include The Environmental Impact Assessment Regulations, 1998 (Statutory
Instruments No. 13/1998), providing for Environmental Audits in Part VIII, section 31, 32 and 33;
and the National Environmental (Audit) Regulations SI, No.47, 2020 which enforces section 126 of
the National Environment No.5, 2019, making Environmental Audits a requirement.
5. Purpose of the Environmental audit
The purpose of the Environmental Audit is to establish whether the project activities and practices
are in compliance with the environmental, health, safety, security and social legislations and
regulatory requirements. The audit will help in identifying non-compliances which should be
addressed in an Action Plan with clear timelines to ensure compliance.
6. Scope of the environmental audit
The Environmental Audit (EAs) assignment will include carrying out the environmental audit and
producing two separate reports (i) Dam site, reservoir area, bridge and access road, Kalagala and
Itanda Special Conservation Area and (ii) transmission line.
The Environmental Audit study will be conducted in accordance with the National Environment Act,
No.5 2019, the National Environment (Audit) Regulations, S.I No.47, 2020 and the proposed terms
of reference.
7. The short listing criteria will include:
Eligibility Requirements;
(i) Valid Trading License.
(ii) Certificate of Registration/Incorporation or equivalent
(iii) A valid Tax Clearance Certificate addressed to the Ministry of Energy and Mineral Development.
(iv) Registered or Notarised Powers of Attorney
8. Experience of the Firm and required resources
The Consultant should have demonstrated experience of carrying out environmental audits for at
least three Government infrastructure projects and availability of required resources to undertake
the assignment, including equipment, staff and finances. All key staff and specialists should be
involved in site visits as per approved schedule
The required equipment to include air quality monitoring equipment, water quality portable test kits,
noise and vibration meters, GPS and cameras suitable for purpose Personnel
The following key personnel shall be included as a minimum requirement for the consultant-s
personnel:
Position Minimum Qualifications and Experience
Team Leader Post graduate qualification at Masters Level in Engineering, Geosciences,
Water Resources or Natural Resources Management. With experiences
in undertaking Environmental Audits and Impact Assessments of large
infrastructure projects, preferably in hydropower development. Registered
with NEMA as Team Leader to undertake environmental audits.
Natural Resource
specialist
Postgraduate qualification at Masters Level in biological sciences. With
experience in developing complex environmental impact assessments and
environmental Audits, and monitoring impacts for energy, mineral and
infrastructure projects. Must be registered with NEMA as Environmental
Auditor.
Sociologist,
Registered with
NEMA as an Auditor
Bachelor-s degree in Social Sciences. With experience in undertaking
social impact assessments and audits, and working with local
communities and ensuring local communities are part of long-term
management solutions and in designing innovative approaches to
livelihood restoration. Experience in resettlement and land acquisition
work will be an added advantage.
Hydrologist/ Water
resources specialist
Masters degree in Hydrology, Hydro power engineering, Water
Engineering, Water Resources Management or a related field. With
experience in hydrology studies or development of water infrastructure
projects.
Aquatic/fisheries
specialist
Masters degree in Aquatic Ecology or Fresh water biology/Ecology,
Fisheries or a related field. With experience with the freshwater
ecosystems of tropical Africa, preferably including the Nile River and
Uganda and experience working on the impact of infrastructure projects
on fisheries.
Civil Engineer, Dam
Safety Engineer,
Registered with ERB
A degree in Civil Engineering with 10 years- working experience in design
and monitoring of heavy structures, infrastructure projects and energy
related projects preferably on hydropower dams.
Public health/ OHS
Specialist
Advanced degree in a relevant field with qualifications in Occupational
health and safety. With experience in health and safety in the energy and
infrastructure projects
Electrical engineer A degree in electrical engineering with 10 years- working experience in
infrastructure projects and energy related projects preferably on hydro
projects
At least THREE Key personnel should be registered with NEMA as Environmental Auditors including
the Team leader, Natural Resources Specialist and Sociologist
Others specialized staff may be co-opted depending on the requirements of the assignments and
the methodology presented, including Zoologist, Botanist, Geologist, Occupational Health and
Safety, Noise and Vibrations (acoustics), fish, hydrology, soils scientist, water resources, water and
air quality experts.
