Tenders are invited for RFP-AFI-2023-06 Consultancy Services for Payment Innovations & Risks in South Asia

The primary objective of the assignment is to:

Undertake desk research on the topic.
Interviews with key central bank staff and other identified experts.
Gather primary and secondary data.
Highlight key innovations related to payments in South Asia.
Instant payment systems - each country
Mobile money, mobile financial services, e-money innovations in each country
Cross border remittances
CBDCs
Emerging risks related to fraud and cyber.
Data from existing surveys or studies that the central banks may have conducted.
Response of central banks to prevent frauds/cyber (policies, CERT)
Need for conducting any study. Probably a survey among South Asian countries may be considered to make the data standard and comparable across the region.
6. Role of Digital public infrastructure in enabling digital payments such as NADRA (Pakistan), Aadhaar (India) etc.

7. Identification of areas where policy interventions have resulted in massive growth/adoption.

Investments in digital public infrastructure - Foreign investments - Digital payment strategy - Payment systems regulations - Supervision and oversight of payments
4. Key Deliverables:
The following are the key deliverables of this assignment:

Undertake research and conduct interviews with member and stake holders; Provide summary of interviews conducted.
Submission of 1st draft reports upon receiving feedback from SARFII technical group and AFI;
Presentation of 2nd draft report at SARFII meeting
Submit Final Report and PPT presentation on key insights of the policy framework
5. Timeline:
The assignment is expected to commence in June2023 and end by early August 2023. Below is a tentative timeline*:

Week of 26 Jun

· Conclude interviews and summarizing inputs in first draft

· Consultant submits 1st draft

Week of 03 Jul

· Feedback from SARFII technical sub-group & AFI

Week of 10 Jul

· Consultant submits 2nd draft

· Presentation at the SARFII meeting proposed in July 2023

Week of 24 Jul

· Feedback from SARFII technical sub-group, SARFII EGFIP & AFI

Week of 01 Aug

· Consultant submits 3rd draft

Week of 07 Aug

· Sign off from SARFII technical sub-group and AFI

· Consultant submits final draft.

· Consultant submits PPT presentation on key insights of the policy framework

*Please note that the timeline will be updated once the consultant comes on board.

6. Travel:
No Travel is expected for this assignment. The consultant(s) will work remotely and undertake virtual meetings to complete the tasks.

7. Consultant's Experience:
The consultant performing this task must have the following qualifications:

Higher degree in a field related to Economics, Finance, Public Policy, International Development, or other related discipline.
Knowledge and at least ten (10) years of experience in development and financing policies.
At least seven (7) years of experience and knowledge regarding Digital Financial Services.
Experience and Knowledge of digital payments and financial services ecosystem in Asia, specifically South Asia.
Fluency in English (oral and written) is mandatory.
Writing experience. If possible, send related working papers or research on the topic.
8. Reporting:
The consultant will report to the Senior Manager of Digital Financial Services Policy. The consultant will be expected to provide regular reports and updates to AFI during the assignment.
