Background: About Cowater International and the GROW Project

With more than 35 years of experience, Cowater International is Canada-s global leader in management consulting services specializing in international development. We have managed the implementation of over 800 projects in more than 80 countries around the globe for clients such as the FCDO (previously DFID), DFAT Australia, the World Bank and Global Affairs Canada (GAC). We work with governments, partner organizations, communities and civil society to design and implement sustainable solutions that generate lasting social, economic and environmental impacts. Our adaptive approach to management has led to our award-winning work and recognition as one of Canada-s Best Managed Companies in 2017 and 2018. Cowater International Inc. (lead), in collaboration with the Palestinian Businesswomen-s Association (Asala) and the Near East Foundation (NEF- for the first two years), implements a 4-year initiative that aims to enhance economic empowerment and increase prosperity for low-income women and youth in the West Bank.

Undertaken with the financial support of the Government of Canada provided through GAC, and in partnership with the Ministry of National Economy (MoNE). GROW is a four-and-a-half-year project (2018-2022) aiming to enhance economic empowerment and increase prosperity for low-income women and female youth in the West Bank. The project responds to the development needs and challenges facing women and female youth entrepreneurs in the West Bank: to move beyond their essential but largely unrecognized roles, ultimately contributing to their increased voice and agency in both social and economic spheres, while enhancing the overall productivity and competitiveness of the agricultural sector.

The project seeks to achieve its goal by adopting a gender transformative approach aimed at recognizing, formalizing, and amplifying women-s existing roles in key value chains whilst promoting women-s increased decision-making and control over income, assets, and productive resources. This project will focus specifically on value chains, where significant potential exists to empower women and female youth.

The project designs and delivers a comprehensive set of interventions that focus on three inter-related intermediate outcomes:

• Component 1: Reduced barriers to entrepreneurship faced by women;

• Component 2: Enhanced opportunities for women entrepreneurs to successfully establish and/or grow sustainable businesses; and

• Component 3: Enhanced opportunities for female entrepreneurs, particularly female youth, to support the adoption of renewable energy.

To achieve these outcomes, the project will address several key challenges impacting women-s entrepreneurship in the West Bank, including the prevalence of socio-cultural barriers and their associated impacts on women-s household, community, and economic roles and status; and women-s limited access to finance, business development support services, technology, reliable and affordable energy, skills development opportunities, and markets.


Purpose and Specific Objectives of the Consultancy
GROW is seeking video documentary production services to create high-quality videos that can be
used accross GROW-s social media channels; Facebook, YouTube and twitter (@GROWWestBank) and
website (www.grow.ps). The proposed videos are intended to feature impact results, testimonials and
stories from our beneficaries and stakeholders, as well as snapshots of GROW-s key interventions (see
Table 1). The specific content of each video will be determined closely with the GROW team during
the inception phase in the form of a story board and key messages.

General Video Requirements
• The video content may include, but not limited to human stories, role models, filming of activities
held by GROW and testimonials of beneficiaries.
• All video content should include a developed storyboard approved by GROW during the inception
phase.
• Depending on the content of the video, filming may be held at several locations such as outdoors,
at the production locations (or houses) of beneficiaries or in training facilities.
• Videos may be filmed in the following governorates (Jenin, Nablus, Tulkarem, Salfeet, Ramallah,
Bethlehem, and Hebron) - this includes the surrounding cities and villages.
• Videos will include English subtitles;
• Some videos may include production of infographics and other graphic content;
• Each video may include music for free shots.
• Some videos may include insertion of statistics and/or short information.
Expected Assignment Duration
The assignment is planned to take commence in March 2021 and end by April 2022.
The service provider is expected to deliver the following:
• Creation of the general concept and story board of each video detailed in Table 1 in close
coordination with the GROW team. The final approval to start any video will need to be given by
GROW.
