The Republic of Djibouti has received funding from the Islamic Development Bank to cover the cost of the slum upgrading and integrated urban development project in the Djaga-Bouldhouq area (quartier 7), and intends to use part of the sums granted to finance consultancy services: Supervision of servicing works for mesh 1 of the prevention and rehousing zone.

The services include the supervision of the works described below :

· Servicing works of mesh 1 of the FARAH HAD rehousing and prevention zone covering an area of ​​14.5 Hectares essentially comprising the following tasks:

· Preparation of the surface of the plots and the rights-of-way of future roads over approximately 200, 000 M²;

· Approximately 1, 875 ml of Mesh 1 earth roads to be profiled to ensure the flow of rainwater (Profiling and terracing of the subgrade);

· Supply and installation of approximately 8, 000 ml of HDPE pipe diameters DE63 mm to DE 200 mm and related hydraulic equipment (valves, air vents and drains);

ARULoS invites firms of eligible Consultants (“Consultants”) to express their interest in providing the above services. Interested Consultants must provide specific information demonstrating that they are fully qualified to perform the services (documentation, reference of similar services, experience under comparable conditions, availability of adequate skills among their staff, etc.).

The criteria for establishing the shortlist are:

· A design office experienced in the supervision of servicing works in particular.

· The office must have carried out at least two (2) servicing supervision missions of the same scope in Africa.

Key Personnel will not be assessed at the stage of drawing up the restricted list.

Interested Consultants are advised to read Clauses 1.23 and 1.24 of the Guidelines for the Procurement of Consultants' Services for Projects Financed by the Islamic Development Bank (the "Guidelines") setting out the IsDB's rules regarding conflict of interest.

Consultants may associate with other firms in order to strengthen their qualifications by clearly indicating the type of association, ie a group of consultants, or an intention to subcontract. In the case of a consortium, all the partners of the consortium will be jointly and severally liable for the entire contract, in the event of award.

The selection will be made in accordance with the Quality and Cost Based Selection Method for Member Countries (QCBS/PM) stipulated in the Guidelines.
