Request for proposals are invited for Consultancy Services to Undertake Ecosystem Services Assessment, Valuation, and Guideline Development for the Koga Watershed
Project Overview
Background
Helvetas is lead implementer for a project entitled “SUCCESS: Sustainable Utilization and Conservation through
Compensation for Ecosystem Services (CES) in the Abbay Basin, Tana Subbasin, Koga Irrigation Reservoir”. WRI
and Helvetas have signed an agreement for collaboration, making WRI a supporting implementer responsible for
the delivery of selected activities in the project workplan.
The overall goal of the project is to enhance the ecosystem services of watersheds for improved livelihoods of
inhabitants and for the enhanced lifespan of downstream infrastructure, mainly the Koga irrigation reservoir. The
project intervention areas encompass North Mecha and South Mecha woredas in West Gojam Zone of Amhara

National Regional State. Five micro-watersheds in the two woredas will be targeted with the envisioned CES
mechanism directly benefiting Koga scheme users and farming households as ecosystem service providers. The first
phase of the project runs from 1 November 2022 to 31 October 2023 and is funded by the European Union-s RESET
plus Innovation Fund and a HELVETAS contribution. Helvetas is responsible for overall coordination and steering
the implementation of the project, accounting, and reporting to the donor.
The specific objectives of the project are:
o Objective 1: To develop, based on cross-sectoral collaboration and negotiation, a system for
compensation for ecosystem services (CES) and to formulate an enabling operational and institutional
framework for applying CES for enhanced watershed (landscape) management in the Koga Watershed.
o Objective 2: Implement environmental rehabilitation and climate change adaptation activities for
resilience building and enhanced livelihood improvement in selected pilot micro-watersheds.
The project rests on three main components/outcomes:
ü Outcome 1: CES mechanism created.
ü Outcome 2: Pilot CES implemented.
ü Outcome 3: Scaling and communication.
and four key intervention strategies:
• Selection of 5 micro-watersheds in sub or major watersheds where soil loss is critical;
• Development and testing of tools and guidelines for compensation and/or payment for ecosystem
services in collaboration (CES/PES) with communities and relevant government agencies;
• Implementation, based on co-funding, of a package of sustainable land and water management
measures and the verification of these on sediment yield in streams and rivers;
• Documentation and endorsement of the tools, guidelines and approaches for replication in the Tana
Subbasin and possibly beyond.
