SCOPE OF WORK
• Develop a workplan for the assignment (including detailed methodologies for the desk review,
stakeholder mapping, and gap analysis and timeline for all deliverables) to be agreed upon with GAIN
• Stakeholder mapping and gap analysis must be done using established methodologies/frameworks
that are to be proposed by the Consultant
• Conduct a desk review of existing literature to identify and document relevant evidence
• Sources of evidence may include, but are not limited to policy and legislation documents from
government agencies, peer-reviewed publications and grey literature (e.g., reports,
working/discussion papers, fact sheets) from implementing organizations and development sector
actors, GAIN program and project documents etc
