1. BACKGROUND The InternationalFinance Corporation (IFC)—a member of the World Bank Group—is the largestglobal development institution focused on the private sector in emergingmarkets. We work in more than 100 countries, using our capital, expertise, andinfluence to create markets and opportunities in developing countries. TheManufacturing, Agribusiness, and Services (MAS) Upstream/Advisory team at IFCprovides a range of services to our clients that enhance productivity andaddress climate-related risks. In agribusiness, our work is centered around theintegration of smallholder farmers into supply chains, improving productivityand food safety, optimizing resource use, and reducing waste. IFC has recentlyapproved a 2.5-year agribusiness advisory project in Tanzania and Mozambiquethat will support a leading agribusiness input provider, strengthen its maizeand soybean supply chains by improving input distribution, productivity, andmarket access for 30, 000 smallholder farmers. The program, initially piloted inZambia and Malawi, will achieve this objective by enhancing the client-s in-housetraining capacity to professionalize selected intermediaries within the client-sinput distribution system by deploying IFC-s Agribusiness Leadership Program(ALP). The project intends to providetargeted training and coaching to 7 farmer organizations, 25 agrodealers (ADs), and 25 Village-Based Agents (VBAs) to reach 15, 000 farmers in Tanzania, 30% ofwhom will be women. In Mozambique, the project will similarly target 25agrodealers, 25 village-based agents and 8 farmer organizations to reach 15, 000farmers, 30% of whom will be women. The purpose of this TOR is to procure theservices of a firm that will lead the coordination of all field activities in Tanzaniaand Mozambique for this project by working closely with IFC and the client toensure that project activities are completed on schedule, within budget, and inalignment with targets outlined in the Implementation Plan.
