The Agricultural and Rural Training Support Project (PAFAR) in Angola aims to revitalize the agricultural training system at the secondary education level, covering the 12 Agricultural Technical Institutes (ITA) spread across the country.
General objectives:
• Contribute to the sustainable development of agricultural production and sectors, and to the adoption of farming practices that respect the environment;
• Contribute to the reduction of food insecurity and poverty in rural areas;
• Support the empowerment of women in rural areas and reduce inequalities between women and men;
• Develop the employability of young people in the agricultural sector.
Specific objective:
Engage in agricultural and rural training (ART) reform to respond to skills needs and policy directions in the agricultural sector and reduce gender inequalities in rural areas.
The project has a project director who is an official of MED appointed by the Minister of Education.
The project director will delegate the day-to-day management of the project to a project implementation (implementation) unit (PIU) composed of people recruited through competition.
The IPU will be reinforced in the fulfillment of its mandate by a technical assistance team composed of a resident technical assistant (K-1 key expert) who will organize, as needed, short-term missions of experts with recognized on specific issues.
The TA/AMO will also provide the IPU with the support of Portuguese-speaking experts in specific areas necessary for the successful implementation of the project components. The needs expressed include in particular:
• Qualifying training of agricultural technicians (expert N-1)
• Management of multi-public agricultural technical education establishments - bringing together youth education, adult education, and students from different levels (expert N-2);
as well as (N-3+ experts..):
• Work-study training;
• Training of trainers in agricultural education;
• Training of agricultural machinery operators;
• Sustainable agriculture ...
The resident assistant (K-1) will have a contract for the provision of services for a maximum cumulative period of 30 months, of which 18 months are continuous at the start, the rest by periods to be defined with the IPU, distributed throughout the duration of the project.
The other experts (N-1, N-2...) will have intermittent service contracts for short missions (2 to 3 continuous weeks) in Angola for the duration of the project.
