Project Overview:The Foundation is interested in developing a pilot project for third-party fish habitat banking in Canada. This initiative is part of The Foundation ongoing efforts to demonstrate the viability and benefits of third-party habitat banking as a mechanism to enhance conservation outcomes and advocate for policy change under the Fisheries Act.Background:Habitat banking is a tool to compensate for ecological losses resulting from development projects by restoring habitats elsewhere. Current Canadian policies allow only proponent-led habitat banking, which limits efficiency and market opportunities. The FOUNDATION seeks to promote third-party habitat banking through a pilot project(s) that will provide actionable insights and policy recommendations. This pilot project(s) also supports the FOUNDATION-s mission to establish sustainable conservation-focused social enterprises.Objective:The consultant will develop an evaluation framework, identify potential projects, and deliver a pilot project proposal for third-party habitat banking. This will include outlining steps for creating a viable fish habitat bank and preparing tools and documentation to support stakeholder engagement and policy advocacy.
