Tenders are invited for Consulting Services for Project Implementation
The Green City Kigali (GCK) project (the ‘Project-) is a sustainable urban development initiative aimed at providing affordable housing for targeted groups in a culturally compatible and climate-resilient urban community. The project is being led by the Rwanda Green Fund with support from the German Government through KfW Development Bank and the German Ministry for Economic Development and Cooperation (BMZ). Rwanda Green Fund and Rwanda Social Security Board (RSSB) have established the Green City Kigali Company (GCKC) as the Project Executing Agency (PEA) in the form of a Special Purpose Vehicle (SPV). GCKC is a community benefit company and is currently in a start-up phase and is quickly institutionalizing to undertake its mandate. The Project is being implemented in a suburb of Kigali known as Kinyinya Hill. The concept urban master planning for a 600ha site on the Hill is underway by an Urban and Architectural Design Consultant (UADC), which will inform the detailed neighbourhood planning and design elaboration for a 16-ha pilot to be implemented.
GCKC is now seeking services of a consulting firm to provide Project Management Support, encompassing the quality control, coordination, facilitation, and management of the tasks carried out by the UADC.
Services are to be provided by a team comprising of international and national long-and short-term experts with proven expertise in experience in project management of urban development projects; review and verification of technical designs and releated documents of urban development projects; and the implementation of a monitoring-, quality assurance- and quality control system in an urban development project.
The post-qualification procedure of experienced Consultants will follow the KfW “Guidelines for Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries”, which are available on KfW-s internet web-site (version January 2021):

It is foreseen to award the services to an internationally operating firm, or consortium of consulting firms, which is highly experienced in the concerned fields with an annual turnover of the lead consultant and all associated partners showing the necessary annual turnover for the consortium as a group of at least EUR 3.0 million. An association with a domestic consultant is highly appreciated.
