BACKGROUND
Rooted in our commitment to shifting power and resources to communities, PIN supports civil society to play a key role in social, economic and democratic development in our target countries as part of its Civil Society and Inclusive Governance Strategic Pillar (CSIG). PIN provides opportunities for civil society actors to develop the technical skills and mechanisms to become more effective governance and development actors. We support civil society to engage with government actors to advance participatory democratic processes and the development of inclusive public services. Specifically, PIN targets a range of civil society actors, including youth, women, girls and those representing marginalized communities in order to ensure that government policies and services represent their needs. In parallel, PIN promotes active citizenship, empowering individuals to exercise their rights, engage in democratic processes and hold government officials accountable.
PIN prioritizes building the capacity of local civil society actors (CSAs) as the central link between citizens and the government. In all PIN countries, there is some level of engagement with local CSAs, ranging from partnership during project implementation to CSA capacity building and small grant programs. As a critical element of PIN-s global programming, CSIG Pillar Advisors worked on developing a CSA Capacity Development Guide that details the core principles of CSA development, including methodological details, good practices and formal guidance, as well as examples of assessment tools to support country programs with capacity development programming. The Guide includes 5 parts with their respective sub-chapters (appr. 80 - 90 pages, without Annexes):

B. Project Design Phase
C. Project Implementation Phase
D. Monitoring, Evaluation, Accountability and Learning (MEAL)
E. End of Project Phase
MAIN OBJECTIVE
PIN-s CSIG Pillar Advisors are looking for a skilled consultant to review and offer concrete suggestions for improvement of the developed CSA Capacity Development Guide, including support for development of Monitoring, Evaluation, Accountability and Learning (MEAL) indicator guidance and methodology. The consultant will be working in close cooperation with the Civil Society Advisor.
OVERVIEW OF THE TASKS:
Brief review of PIN-s Relief and Development Department-s Strategy 2022 - 2026, including CSIG Pillar Strategy, relevant CSO Development project proposals as well as final project reports and evaluations.
Review, comment, consult, offer suggestions and concrete suggestions for improvement for CSA Capacity Development Guide content.
Review, comment, consult, offer suggestions and options for improvement for Guide-s Annex documents, including PIN-s organizational capacity assessment tools.
Support the development of Monitoring, Evaluation, Accountability and Learning (MEAL) methodology, support development of indicators and indicator guidance, as part of the CSA Capacity Development Guide, in close cooperation with the Civil Society Advisor.
KEY DELIVERABLES
CSA Capacity Development Guide reviewed and improved in its entirety.
All CSA Capacity Development Guide annexes reviewed and improved.
MEAL methodology and indicator guidance for CSA Capacity Development Guide developed and reviewed.
QUALIFICATIONS AND ExPERTISE REQUIRED
Experience in civil society capacity development programming: project design, implementation and MEAL, in the context of large donor funded projects;
Experience with formal civil society organizations and informal civil society actor-s capacity assessment, development and evaluation. Strong supporter of tailored, participatory ways to work with diverse civil society actors - this is an important guiding principle for the Guide document.
Excellent communication, collaboration and feedback skills;
Ability to perform tasks and fulfil responsibilities within the fixed time-frames;
Highly motivated and committed to the values of transparency and integrity;
Excellent spoken and written communication skills in English;
