Computer system maintenance services will be provided within the project "Integrated IT Solutionsfor the management of the electronic register of agriculture and the management of the internal activities of the public institutions within the partnership between the Teleorman County Council and 15 ATUs ", according to the specifications.

Procurement of pro-service system maintenance services(a) Tenderers, third parties and subcontractors shall not be required to submit to the "Integrated IT solutions for the management of the electronic register in electronic form and the management of the internal activities of the public institutions within the partnership between the Teleorman County Council and 15 ATUs" to be found in the situations referred to in Articles 164, 165, 167 din Law no. 98/2016, with subsequent modifications and completions.
The manner by which the fulfillment of the requirement can be demonstrated: it will be completed by the economic operators participating in the award procedure with the information related to their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be submitted at the request of the authoritiesand only by the tenderer ranked first, after applying the award criterion.
These documents may be:
1) Finding certificates regarding taxes, duties or contributions to the general consolidated budget (local budget, state budget etc.) at the moment of the presentation; 2) The judicial record of the respective economic operator and of those who have powerrepresentation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act; 3) as the case may be, documents proving that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public acquisitions, with subsequent amendments and completions
4) Other editing documents, as appropriate
If the first ranked bid is submitted by an association, each associate (including the leader) will submit the documents mentioned above.
If in the country of origin or in the country in which the tenderer is established, no documents of the kind referred to above are issued or the documents do not cover all the situations provided for inart. 164, 165 and 167 of Law no. 98/2016, with the subsequent modifications and completions, the contracting authority has the obligation to accept a declaration on its own responsibility or if there are no legal provisions regarding the declaration on its own responsibility, an authentic declaration given to a notary, an authority administrative or judicial or a professional association(b) Any economic operator who submits the offer individually or in association, subcontractor or third party, shall not be in any of the situations provided for in art. 59-60 of the Law no. 98/2016, with subsequent amendments and completions.
The economic operator will fill out the appropriate requirement in the DUAE form in the documentation atThe declaration on non-compliance with the situations provided in art. 59-60 of the Law no. 98/2016, with the subsequent modifications and completions (Form 1), will be presented with the DUAE by the participants in the award procedure (bidder, associate, subcontractor and third party).

Documents presented in a language other than Romanian will be accompanied by the authorized translation in Romanian. of the award of the contract, the contracting authority shall request according to art. 196 of Law no. 98/2016, with further modifications and completions, bidderafter the application of the award criterion, present the following up-to-date supporting documents demonstrating the fulfillment of all the qualification criteria, according to the information contained in the DUAE:

The way of bidding with equal prices: if two or myou have many bids ranked first, with equal scores, the tie will be made taking into account the score obtained by the rating factors, in descending order of their weight. If the equality is maintained, the contracting authority will ask for new financial proposals, and the winning tender will be the one with the lowest financial proposal.
In point II.2.7 "Duration of the contract, the concession, the framework agreement or the dynamic purchasing system" shall read: "21 months from the date of awarding the contract / issuing of the service commencement orders, but not later than 31.1.2021, term which contains the last payment. "
