Description

The US Army Corps of Engineers (USACE) Walla Walla District is seeking sources to provide personnel, materials, supplies, equipment, transportation, supervision and other items and services for the following: Cost Book 2025 (Commercial Cost Data Update)

Scope of work: The anticipated scope of work for this effort includes the update of the source data for the government owned Cost Book (cost estimating software). The most recent update was performed this year, 2024. The USACE Cost Book is derived from a foundation of tasks that include crew, equipment, and material prices for specific construction activities or tasks. The update of the Cost Book shall include an update to the most current commercially available labor, material and equipment source cost estimating data. This data shall originate from a nationally recognized/reputable, commercially available, cost estimating source reference that is validated yearly.

The resultant of this effort will be the selected contractor providing a fully updated Cost Book at the conclusion of this effort. This Cost Book product is expected to be fully compatible with USACE-s Micro-computer Aided Cost Estimating System (MCACES) second generation (MII) software application, with seamless integration between the two.

If licenses are needed to access the source data for the updated Cost Book, it is anticipated that the Government will seek up to 1, 500 licenses as part of this sources sought effort. This action would allow members of the USACE cost estimating community access to the Cost Book data via the MII cost estimating software.

It is anticipated that this effort will include a base year (for the initial update) plus the ability to include four option years for subsequent updates.
