The Cost-Effectiveness Tool (CE tool) is an excel-based tool that supports Independent Electricity System Operator (IESO) internal staff and external service providers to evaluate the cost-effectiveness of implementing energy conservation and demand management programs in Ontario. It is also used during the program design phase to screen and select cost-effective programs to be offered to various sectors.The CE tool was developed in 2013 and has gone through many iterations, incorporating enhancements to be more useful to the Demand Side Management (DSM) team. However, the tool has begun to reach its limitation in terms of computation speed and file size. As the DSM team evolves, implementing more region-based programs and incorporating distributed energy resources (DER) and beneficial electrification (BE) measures, it is critical that the CE tool needs to be attuned with these changes. Hence, the DSM team is looking to procure a cloud-based solution that will leverage Software as a Service (SaaS) to improve computation speed and usability.
