CULTURAL COMPETENCY COURSE (VIRTUAL)The National Park Service, Contracting Operations (ConOps) East, intends to award a Firm Fixed price contract for Cultural Competency Training for National Historic Landmarks Program located in Atlanta Georgia. The training will be created to help parks respect and strengthen Indigenous connections, enhance our nation-to-nation relationships, and fully uphold their trust and treaty responsibilities. The Southeast Region is home to the ancestral territories of many Indigenous Peoples. The America 250 commemoration in 2026 presents an opportunity to reflect on the effects of those relationships in the locations that they occurred. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Upstander Project for the services is based on sole propriety data of the training material that was established specifically for the National Park Service for Tribal Relations on a previous award. This training will expand on previous training material and incorporate training on developing cultural competency skills for NPS Staff. The material will be developed by Upstander Project and is not taught by any other organization since it was specifically developed for and with the National Park Service and Tribal council. Upstander Project training will be delivered virtually and will help staff develop cultural competency skills to be employed as staff work to develop materials and programs for the 250th anniversary of the American Revolution. The Training will be delivered twice and be 2 to 3 hours in length. The contractor represents a range of Tribal views during the training. They will work with NPS to seek feedback from Tribal Nations on the content of the training and will assemble a panel of Tribal representatives to participate.
