The objective of the Position
This assignment aims to guarantee the effective execution of CALM Participatory Watershed Management activities and to broaden access to non-rangeland rural areas, concurrently enhancing the capacity to facilitate CALM Natural Resource Management (NRM) initiatives nationwide. The role of the Database Manager is pivotal in the expansion of NRM-DBMIS operations across multiple sites. This involves ensuring that the installed databases are highly available and secure, and maintain proper data storage practices at various administrative levels.
3. Specific Tasks
3.1. Database development and management
Develop technical specifications for integrated watershed database
Develop and maintain a national Integrated watershed database in line with the regional and watershed-level setup
Prepare documentation that fully describes the structure of the database criteria for data quality and management
Develop a relational database whose design maintains a hierarchical structure (i.e. micro-watershed linked with major-watershed linked with woreda linked with the region) and can be queried on demand
Translate technical needs into database specifications and develop a fully functional and user-friendly database applications/ algorithms, including generating reports with maps and supporting integration with web-based products
Develop tests and validation routines to ensure data security, privacy, and integrity
Monitor database performance, implement changes as necessary, and ensure these are seamlessly applied with minimal disruption to project reporting and related activities
Enhancing the scalability and performance of existing database architecture.
Developing database structures and features according to organizational needs.
Supervising and mentoring database development teams.
Protecting data by developing data security and restoration policies, procedures, and controls.
Conducting diagnostic tests and evaluating performance metrics.
Developing procedures to ensure data integrity and quality.
Preparing and presenting system performance reports to senior managers.
Performing database maintenance, migration, and upgrading hardware and software.
Documenting processes and complying with best practices in database management.
Keeping up to date with developments and trends in database management.
managing database access and permissions.
ensuring that databases meet users' requirements.
liaising with programmers, applications/operational staff, IT project managers, and other technical staff.
reviewing and managing database security, integrity, and backup procedures.
writing operating manuals and providing training and support for database use.
devising and implementing processes for resolving faults and data loss.
writing disaster recovery plans. And archiving data.
Support knowledge transfer to government staff regarding database and maintenance of the system
Assist in database management, maintenance, and troubleshooting activities.
Assess NRM DBMIS performance by developing a protocol for measurement of results and identification of problem areas.
Support data quality review or data cleaning processes at all levels based on standard guidelines.
Ensure that NRM-DBMIS is properly tested, and bugs are fixed appropriately in optimizing the database for operational and performance efficiency.
Elaborate a comprehensive methodology and concept for testing and usability analysis.
3.2. Collaboration with project staff
Work with the project GIS expert to ensure consistency between the program database and any spatial information (i.e. codes for major and micro-watersheds in the project database correspond ExACTLY to those in the GIS/spatial data sets)
Work with the knowledge management team to ensure information from the program database can be accessed and incorporated as needed (i.e. website information updated from data in the project database)
Establish periodical discussion and visit schedule with the regional program coordination focal staff and visit to selected watersheds with agreed requirement analysis and testing /verification
