Expression of Interest are invited for Deepening data - driven urban management and land use planning: MSDI Assessment and Roadmap for Itaha.

Description: The objective of this TA is to support the Itahari SMC in implementing the MSDI and baseline data system through a collaborative government-led process of assessment, roadmap preparation, fostering an environment conducive to the future use of urban planning tools. The success of this program is anticipated to set a precedent for replicating and expanding similar projects in other Nepalese cities. The initiation of data-driven urban planning and management will contribute significantly towards the sustainable development of municipal infrastructure and institutional strengthening over time, and in implementing Nepal-s Declaration on GRID pathways.The key expected outcomes include

i. - Initiation of a robust spatial data ecosystem focusing on IPDS framework for Itahari.

ii. - The capacity of city officials, geo-spatial data engineers, is enhanced to utilize, share, manage and regularly update the geo-portal efficiently.

iii. - City planners have enhanced capability to effectively utilize spatial datasets for the development of a data and planning system to facilitate land use classification, ease of mapping and updating land use and spatial development patterns, to inform planning regulation aligned with the Land Use Act of 2019 and the Land Use Regulation of 2022.

iv. - Utilizing geoportal information and analytics, the Itahari SMC will inform evidence-based planning, GRID aligned urban development programs, budgeting, and develop informed land use plans.

v. - Enhanced urban resilience and efficiency by the identification of consequent requirements for urban investments in GRID aligned urban development, effective service delivery, planning for disaster risk, channeling scarce resources in priority areas, and facilitating coordination among departmental siloes, as urban acts, plans, policies, guidelines, and investments are increasingly guided by spatial data and analytics.

vi. - This assignment aims to significantly enhance informed planning and urban management insights, improve inter-agency coordination, and bridge existing data gaps by assisting the Itahari SMC in enhancing its technical and institutional capabilities to efficiently generate, organize, share, utilize, and disseminate data. The MSDI framework and associated tools will set up the groundwork for integrating data and evidence into cities' periodic planning processes and service delivery. This includes defining organizational roles for data creation and updates, establishing protocols for data sharing and dissemination, and incorporating annual planning and budgeting.

The World Bank plans to appoint a single consulting firm for TA to Itahari SMC, with potential for scaling up to other municipalities in Nepal. This endeavor aligns with national government initiatives for sustainable urbanization, including the implementation of the NSDI and NUGIP. These outcomes are intended to align with relevant national government initiatives.
