Expression of Interest are invited for Design of Battery Storage and Grid Modernization Investments to Facilitate Integration of RE in STP.
The World Bank is seeking the services of a Consultant to carry out a techno-economic analysis of the electricity supply system to determine the optimal amount of battery storage systems to be installed and their locations on the island of Sao Tome and determine actions to be carried out to modernize the grid, in particular, updating the national dispatch center to allow for the modernization and remote coordination of facilities.
To this end, the Consultant shall be required to:
(a) Review the legal, regulatory and commercial framework as they relate to grid-charged energy storage and energy storage in STP including but not limited to: Distribution grid codes, dispatch rules, connection agreements, etc.
(b) As applicable to meet the objective of the study, collect and review available data, including but not limited to grid stability data, current and forecasted peak demand (daily load profiles); analyze current grid stability issues and identify the required grid services.
(c) Analysis will include modeling/analysis of existing generation to determine optimal island location and size. Moreover, the Consultant will assess the necessity of network strengthening investments needed for integrating batteries into the system and specifically: (i) the connection of VRE generation plants and (ii) improving supply quality and reliability.
(d) The results of the study should provide key inputs on how the technologies would interact and the role that BESS would play in the respective grids alongside other generation assets. This is essential to define the operational and commercial requirements for battery systems, including what system upgrades would be needed both on the network as well as the back-end operation systems at the utility.
a) Assess the functionality of the island's battery storage (firm supply, smoothing, peak, grid stability, etc.) based on the energy demand and supply curve predicted in the available studies;
b) Conduct technoeconomic analysis to define the size, location, and type of batteries, in a way that the cost of storage does not increase the average cost of supply in the island;
c) Define the sustainability mechanism (augmentation, replacement, degradation management, etc.) for the battery systems to ensure their life in the long term.
d) Assess the key reinforcements required on the grid to cope with the given penetration rates, and their associated cost. These reinforcements may include upgrade of SCADA, protection and control systems, and any other investments required for operational efficiency and flexibility;
e) Analyses the requirements for upgrading the generation control center and addition of Distribution SCADA system for effective integration of the different generation and distributed energy resources;
f) Grid studies to assess the effect of BESS systems voltage and transient stability, and transfer capability;
g) Battery design optimization; and
h) Identify other devices such as series/shunt compensator to enhance the system synchronization.
