The purpose of this RFSQ is to invite respondents (“Respondents”) to indicate their interest in, and their qualifications for, carrying out a comprehensive deep energy retrofit(s) across the U of T St. George campus through a design-build project delivery model. In issuing this RFSQ document, the University is seeking to shortlist three qualified Respondents to be invited to participate in the second stage, a request for proposal (“RFP”) to be isued in April 2024.



As part of the launch of the University-s Climate Positive plan, the University will retrofit several of its buildings over the next five years and wishes to work with energy partner(s) to achieve its retrofit goals. The retrofit projects will focus on the elimination of over 80% of the candidate buildings- current scope 1 and 2 carbon emissions and over 40% Energy Use Intensity (EUI) reduction.



The project proposed in this RFSQ will address stand-alone buildings at or near the U of T St. George campus and is expected to have a strong focus on, but not be limited to, Low Temperature Hot Water (LTHW) conversions, lighting, and modernizing Building Automation systems. It is expected that the construction phase for this Project will commence in 2025, and that commissioning will occur in 2027.
