About Transparency International - Lebanon (TI-LB), formerly known as the Lebanese Transparency Association (LTA)

Transparency International - Lebanon (TI-LB) was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability.
Our mission is to promote transparency and integrity as well as prevent and fight corruption through collaboration, advocacy and active engagement, in public, private and non-governmental organizations, contributing thus to the fulfilment of our vision of a Lebanon with well governed, transparent and accountable institutions, free of corruption and built on the rule of law.
TI-LB has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistle-blowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc.), and the monitoring of parliamentary elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance.
TI-LB was selected as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which is a framework launched by the World Bank Group (WBG), United Nations (UN), European Union (EU), Civil society, Lebanon-s government, and the international community in response to the aftermath of the Beirut Port explosion.
The framework for Reform, Recovery and Reconstruction (the 3RF) is part of a comprehensive response to the massive explosion on the Port of Beirut on August 4, 2020. The 3RF is structured around four strategic pillars: (1) improving governance and accountability; (2) jobs and opportunities; (3) social protection, inclusion, and culture; and (4) improving services and infrastructure. Each pillar identifies a set of strategic objectives and priority areas across both the recovery track and the reform and reconstruction track. For the first time, and through the 3RF governance structure, CSOs have the opportunity to actively engage and contribute to implementation or monitoring of reconstruction and reforms efforts.

2. Project Background

Funded by the European Union (EU), and in partnership with Transparency International Secretariat (TI-S) and the Lebanese Center for Policy Studies (LCPS), BINA- (Building Integrity and National Accountability in Lebanon) project overall objective-s is to enhance the role of civil society actors as active pillars in enhancing governance, accountability and transparency in Lebanon, as it specifically expands the abilities of civil society, both local and national, to actively monitor and advocate for transparency and accountability on the 3RF in Lebanon.

BINA-s key objectives are:
(1) To improve the capacities of CSOs, expand organizational abilities and coordinated efforts among civil society networks to ensure transparent and sustainable implementation of the 3RF in Lebanon.
(2) To improve capacities of local CSOs, grassroots and community-based organizations outside Beirut to participate in policy dialogues and monitoring processes related to recovery and reform at local and central level.
(3) To sustain an inclusive multi-stakeholder dialogue with local, national and international actors that advance reform efforts, with an emphasis on the role of CSOs.

3. Scope of work
With the aim to increase and improve coordination, information sharing and monitoring between CSOs, state institutions, and other stakeholders in relation to the transparency practices and reforms process in the 3RF and Lebanon, TI-LB is looking for the services of an experienced web development service provider to create an interactive, easy to use website that best reflects the mission of the organizations and meets the objectives of the project activity to develop an online multi-functional portal that has the following pillars:

1) monitoring and providing updates on reform processes in Lebanon.
2) sharing information about transparency practices at the national and municipal level
3) disseminating findings and action points from research, case studies, and consultations
4) increasing and improving coordination between CSOs, state or municipal institutions, and other partners working on reforms in similar sectors and with the general public.

The Multi-functional portal-s ultimate aim is to cultivate a corruption-free Lebanon by fostering accountability, integrity, and transparency in all aspects of governance and public life and will serve as a resource hub for all information and knowledge sharing on national reforms in the 3RF and beyond by engaging/mobilizing CSOs, citizens, and other stakeholders (see below), nationally and internationally. Most importantly, the portal will aim to appeal and engage youth citizens and initiatives through its produced data and feedback mechanism - where youth and/or public are engaged in the monitoring and evaluation process of the 3RF and future national or local reforms.

For this purpose, the service provider will lead the design of the online portal, including:
confirmation of the project parameters, development of site architecture, design mockups and staff training and preparing the new site for deployment (content conversions, URL transfer, etc.).
Specifically, the service provider will be responsible for:

1) Website Design: creating the design of the portal to be consistent with the branding and messaging of TI-LB and the BINA- project. The visuals need to be inviting and engaging to keep citizens and other target users informed and involved. The portal must be in dual language in English and Arabic.

2) Navigation & Architecture: with a diverse set of audiences, the portal must have intuitive and accessible site architecture to ensure visitors can easily navigate throughout the site. The portal should be mobile compatible with video capability. The content management system should allow for decentralized creation of content, with all updates and publishing done by TI-LB, with future possibility to allow external users to create accounts and post updates, documents, and other media. The service provider will work with TI-LB to create the site layout, including section and pages. The content will be generated by TI-LB.

3) Website Accessibility and Formatting: the website interface must be adaptable to different mobile devices. The TI-LB team must be able to perform site edits in-house including the creation of content and new pages, the approval of membership requests, and the posting of imagery, videos and reports.

4. Proposal Submission

4.1. Required Competencies:
• Experience in producing content and building website pages using a content management system.
• Familiarity with web content, development and design best practices: user experience design, usability, accessibility, and search engine optimization (SEO).
• Proficient in Web Content Management Systems (CMS) Advanced skills in HTML/CSS.
• Proficient evaluating code and visual design.
• Web Analytics skills, tracking and Web KPIs.
• Coursework in website content, web development and design, project management and/or computer/Information Science or equivalent work experience
• Experience with website A/B testing processes and tools.
• Experience with Search Engine Optimization and best practices
• Experience with global web accessibility standards
• Experience with front-end and mobile development, including performance optimization.
• Experience with Web QA and cross-browser testing tools and processes.
• Experience with Salesforce or other CRM integration.
• Formal project and product management training.
