Request for proposals are invited for Design a Robotics Program and Toolkit to be Implemented in Rwandan School Curricula

The tender consists of three challenges. GIZ may award several service contracts with a fixed remuneration of 68.000.000RWF to the bidders with the highest evaluated bids. Bids will be evaluated based on the evaluation criteria set out in chapter 4 and as described in chapter 5. GIZ will award a contract to a maximum of 5 bidders across three challenges.

Challenge 1: How can scalable and affordable robotics elements be integrated to teach or enhance learning objectives for students in primary 4-5 within the Science & Elementary Technology (SET) curriculum in Rwandan primary schools? [one contract to be awarded]

Challenge 2: How can scalable and affordable robotics elements be integrated to teach or enhance learning objectives for students in secondary schools (O-Level years 1-2 or A-Level years 4-5 in combinations MCE or MPC) within the existing ICT subjects? [up to two contracts to be awarded]

Challenge 3: How can scalable and affordable hardware and robotics elements be integrated to teach or enhance learning objectives for TVET students within the following existing TVET modulesETEAC401 - HEATING, VENTILATION, AND AIR CONDITIONING (HVAC) SYSTEM INSTALLATION and NITIS301 - IOT System Installation. [Refer to Annexes] [up to two contracts to be awarded]

During the innovation program phase (starting immediately after contract signing for up to 6 months), bidders will be assigned specific schools in which they will pilot and refine their solutions. Bidders must clearly indicate the challenge they are addressing, whether it is for primary, secondary, or TVET schools. At the start of the innovation program, the pilot institutions or locations may be subject to further adjustments in consultation with the public partner. The total contract volume to be awarded for all challenges amounts to a maximum of 340.000.000 RWF. Each contract is to be awarded with a fixed remuneration of 68.000.000RWF.

Note: Information sessions will be conducted to offer more details about the tender requirements and procedures. The specific dates, times, and locations of these sessions will be communicated separately through the official social media accounts of MINICT (Twitter/x: @RwandaICT) and the GIZ Digital Transformation Center Rwanda (Twitter/x: @DigiCenterRW).

Bidders are also required to fill out the financial offer submission form for the financial offer. Bidders may propose total budgets of up to 68.000.000RWF.

The financial offer is mainly based on the use of working days. Participation in the innovation program is mandatory but cannot be budgeted by the bidders in the financial offer, as it is a support program for successful bidders. Successful bidders must participate in three mandatory workshops, as well as in the complementary offer of demand support, as required and as agreed at the kick-off meeting. The time invested to participate in these meetings and support offers cannot be included in the proposal budget by bidders, as the objective is to assist them in successfully adapting their solution to the public sector context.

A travel budget of 1.350.000RWF is already noted in the Budget Form as travel expenses. As the travel expenses of the successful bidders cannot be clearly foreseen, this budget is fixed and can be called up according to the current GIZ guidelines for pre-approved travel. This includes travel costs for participation in the innovation program or possible travel to regions to pilot solutions. The travel budget is not included in the evaluation of the financial offer. However, it should be noted that the maximum value of the contract cannot exceed 68.000.000RWF (including travel expenses).
