Tender Details

Tenders are invited for Design, Supply & installation of one (1) GIS substations (33/11.5 kV, 2x 31.5MVA), Shat Al Arab at Al-Basrah Governorate

The key objective is similarly to help maximize the efficiency, reliability and security of supply to load centers where reliability of supply is currently constrained. The scope will be in details explained in the bidding documents; Brief explanations is: design, supply and installation, which also include the full construction, testing, commissioning and handing over of the project substations. In the place where the old 33/11.5 kV substation used to exist, a new one will be built. Part of the equipment of the old substation, described in detail in the RFB documents, will be relocated, returned, and reinstalled and part of the equipment will be disposed in SEDCO warehouse. The concrete material will be disposed outside of Basra in designated waste disposal area.

Only eligible Bidders with the key qualifications should participate in this bidding. The qualifications criteria will be in details explained in the bidding documents for DisW03 in Section III.



3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank-s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

A single-stage, one envelope RFB process will be used.

4. Interested eligible Bidders may obtain further information from Ministry of Electricity/ South Electricity Distribution Company / Commercial Office / AL Abbasia /AL - 14th July Street, Attention: Kadhim Abdula Mohammed/ Director of SEDCO PMT and inspect the bidding document during office hours 09:00 am to 1:00 pm Basra local time at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500 (five hundred USD). The written Application shall contain clear name and number of the RFB and contact details of the potential Bidder (including active email address for due communication).

The method of payment will be in cash. The document will be picked up from the Project Management Team (PMT) Office at the address mentioned below.

There is also the option to purchase through money transfer and the Bidding Documents to be sent by e-mail. If required, the Bidding Document will be sent by e-mail upon receipt of money transfer to SEDCO bank account with the above-mentioned nonrefundable fee of USD 500 (five hundred USD) (net amount). The SEDCO bank account is available upon request after sending the company credentials and confirming the official e-mail address.

6. Bids must be delivered to the address below on or before 11:00 am Local Time 20 May 2024. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders- designated representatives and anyone who chooses to attend at the address below on 11:00 am Local Time 20 May 2024.
