General Procurement Notice for Design, supply, installation on site, testing and commissioning of one new 230/132/33 kV Substation at Mile, extension of the existing 230kV substations at Kombolcha and Semera in Ethiopia as well as extension of the existing Nagad substation in Djibouti. The component will be implemented under one lot, one contractor, but with two contracts - one for Ethiopia and one for Djibouti as per AfDB Guidelines.
The ultimate objectives of this project are to: i) increase power trade between Ethiopia and Djibouti and enhance regional integration in the Horn of Africa ii) contribute to improved and clean electricity access in Djibouti at affordable prices iii) increase foreign exchange earnings for Ethiopia, while reducing GHG emissions from Djibouti-s energy sector .
Procurement of the Consultancy Services component will be through Quality and Cost Based Selection (QCBS) method following a shortlist using AfDB-s Rules and Procedures. Request for Expression of Interest (EoI) for Consultancy Services will be issued shortly.
Procurement of part of the Transmission Lines component of about 272 km and new Substations in and Substation extensions in Ethiopia and Djibouti will be carried out using the Bank Procurement Policy and Methodology (BPM) in line with the Bank-s Procurement Policy Framework of October 2015 utilizing available Bank-s Standard Solicitation Documents (SSDs).
Procurement of part of the Transmission Lines component of about192 km in Djibouti will be conducted through International Competitive Bidding (ICB) procedures, following the WB-s Rules and Procedures.
Procurement of Substations and Substation extensions in Ethiopia & Djibouti will be procured using the Bank Procurement Policy and Methodology (BPM) in line with the Bank-s Procurement Policy Framework of October 2015 utilizing available Bank-s Standard Solicitation Documents (SSDs) and the provisions stipulated in the “GUIDELINES FOR PREVENTING & COMBATING CORRUPTION & FRAUD IN BANK GROUP OPERATION dated February 2004”.
