The East Jerusalem Young Men-s Christian Association (EJ-YMCA), is a Palestinian civil society organization established in 1948, that is committed to empower the young people and their communities living in the conflicted areas of East Jerusalem and the West Bank, so they can make a better life based on social justice and peace. The EJ-YMCA believes in the power of youth, and seeks to unlock their potential by caring for the physical, intellectual, and spiritual aspects of their personal development, to become agents of positive change in their societies.
The EJ-YMCA is deeply rooted in the Palestinian society and runs a variety of programs based on local priorities in areas of: athletics, employment, rehabilitation, advocacy, youth participation, and women empowerment.
The East Jerusalem Young Men-s Christian Association (EJ-YMCA) is seeking the services of a professional consultancy firm to develop a strategic plan, an organizational structure, and a business model for its recently established Career Advancement Center in East Jerusalem.
Qualified consulting firms are invited to apply to this assignment. Interested firms shall provide the following documents in their quotation as provided in the RFQ:
Consulting firm Profile.
Quotation Submission Form completed and signed.
Technical and Financial Offer completed and signed.
List of 3 similar projects implemented by the consulting firm, and client-s contact details who may be contacted for further information.
A technical proposal including 2-3 narrative pages demonstrating their understanding of the assignment, proposed methodology and approach, proposed team positions and level of efforts, as well as a timeline for conducting the assignment.
CVs of key personnel to include 2/3 proposed positions: a team leader/strategic planner, a human resource specialist, and a financial modelling expert.

Background
One of the main challenges facing youth in East Jerusalem is the ability to secure relevant job
opportunities and advance in their career path. While many organizations offer services that
provide general employability and entrepreneurship skills, very few of these offerings are
tailored to the market and the employer needs. Most of these employment programs are
largely focused on placement and on bringing people into the labour market. However, none
of these programs are actually implementing employment retention and advancement
programs.
In light of this deficiency, the Career Advancement Center (CAC) at the EJ-YMCA was
established with the aim to integrate employment guidance and advancement in order to
better help early employment, job retention, and career advancement for East Jerusalem
population. CAC seeks to provide comprehensive services for Jerusalemite youth that
enhance their professional identity and empower them to attain better opportunities in their
careers. It provides career counselling services that enable individuals to explore their career
paths, vocational assessment services, which are based on using the Holland and VALPAR
approaches. Also, it aims to improve the work environment's life skills that affect the worker's
engagements and interaction in different workplaces. Besides, the CAC provides young
people with technical skills that help them to advance in their jobs.
Objective of the assignment:
This consultancy assignment aims to produce a strategic plan, an organizational structure,
and a business model for the Career Advancement centre of the EJ-YMCA
Scope of Work:
The consulting firm shall carry out its duties and responsibilities laid down in this TOR with
delegation provided by the UNDP and the EJ-YMCA. The consultant shall carry out and provide
all professional works and services and apply all professional knowledge, skills, tools, software
and techniques required to effectively perform the packaging and branding work and
activities in accordance with professional procedures that are generally recognized as good
practice. The consultant-s scope of work is understood to cover all activities necessary to

accomplish the stated objective of these services, while adhering to best practices of the
profession.
The scope of work will entail:
Task 1: Conduct Situation Analysis and develop Strategic Plan for the CAC with
multidisciplinary linkages to emerging social and economic situation in East Jerusalem and
youth needs
1.1 Preliminary understanding of the vision of the CAC and review of major achievements of
piloted activities delivered under the mobilization phase; interview key stakeholders at
the EJ-YMCA, the UNDP, or others to understand the vision; collect feedback / assessment
from people who already participated in the CAC workshops and training courses.
1.2 Desk review and situation analysis of skilling programmes in East Jerusalem and the
broader market, with emphasis on mapping and identifying similar line of services existing
in the city.
1.3 Map the economic and social changes in East Jerusalem, and assess the significance of
investment in skilling and career development; particularly with the impact of Covid19
and moving forward.
1.4 Formulation of the CAC vision, mission statement, strategic objectives and line of services.
Task 2: Develop the organizational structure and governance arrangements of the CAC
2.1 Based on situation analysis and literature review of existing studies, identify the most
appropriate and effective organizational structure for the new center.
2.2 Develop a hierarchical and professional organizational structure with streamlined
divisions (i.e. departments) and competent staff.
2.3 Develop division/department terms of reference with well-defined roles and
responsibilities; review, update.
2.4 Develop job descriptions for positions in the proposed org. structure, including
proper classification with salary levels, qualifications, and scope of work.
2.5 Design CAC organizational structure under the umbrella of the EJ-YMCA, explore the
best arrangement of linkages of CAC with EJ-YMCA operations, in addition to
crosscutting interventions with other EJ-YMCA Programs and Centers.
2.6 Identify active players and partners for further participation and collaboration
Task 3: Develop the organizational structure and governance arrangements of the CAC
3.1 Identify practices and successful sustainable models of similar career centers.
3.2 Identify the CAC strategic business model covering at least five operational years,
taking into account the current context in East Jerusalem and the availability of similar
services and competition;

3.3 Produce cost-benefit analysis on the investment in skilling and career development
for the targeted beneficiaries, and develop CAC-s own curricula vs contract trainers based
on needs.
3.4 Build a comprehensive financial model linked with the CAC intended services for both
on site and online courses.
I. Reporting requirements and deliverables
The consulting firm shall provide the EJ-YMCA and UNDP/PAPP with the following, with a
tentative timeframe as below:
- A situation analysis showing the positioning of the CAC in relation to other career
centres operating in Jerusalem
- A draft strategic plan with an articulated vision, mission, and strategic objectives
- An organizational structure with streamlined visions/departments, human resource
positions and their job descriptions
- A business model of the center for the next 5-years demonstrating expenses, reven
