Objectives of assignment
IFC is seeking a China-based consulting firm (the Consultant) to develop environmental and social risk management system (ESMS) including E&S risk management related guidance materials and tools for a regional bank in China.
C. Scope of work
The guidance materials and tools shall be tailor-made for the Bank to assess and manage the potential E&S risks and impacts associated with its investments and transition pipelines, with a focus on 6 key industrial sectors. Those key sectors will be identified based on the clients portfolio concentration and exposure, and relevance in the banks transition finance strategy. The ESRM guidance materials and tools should be developed in line with the requirements of applicable Chinese EHS laws and regulations, the IFC Performance Standards and related World Bank Group Environment, Health and Safety Guidelines, and other relevant good industry practices.
The proposed scope of work will include the following tasks:
1. Support the Bank to develop a corporate wide E&S Management policy (ESMS Policy). The ESMS policy should be benchmarked to international standards including the IFC Performance Standards and Equator Principles, and national regulatory requirements, i.e., the CBIRC Green Finance Guidelines for Banks and Insurers. The ESMS policy will leverage findings and recommendations from the IFC ESMS Diagnostics Report and reflects the transition finance priority sectors identified by IFC. The ESMS policy will define the strategy, objective, applicable standards, ESRM procedures, external communication and grievance mechanism, and disclosure of E&S information.
2. Develop ESDD templates and E&S credit review analysis for six priority business segments identified for the Banks transition finance focus, including steel, cement, green buildings, agriculture, industrial park. The six segment will be determined based on further discussions between IFC and the Bank. The ESDD templates should cover key risk areas, data collection, and key assessment points for projects in these sectors and should be consistent with the sectorial E&S credit review analysis. They will be used by the Banks loan officers as a basic working document to identify and assess E&S risks. It may include basic regulation/permit checklist, commitment and capacity questionnaire, site visit checklist, and assessment report format, etc. The E&S credit review analysis should cover potential sectorial E&S risks, related policy requirement and standards (including but not limited to production technologies, energy efficiency, pollution emission, safety, quality control, community engagement, biodiversity and planning), assessment criteria, etc. These will be used by credit officers to assess and manage E&S risks at sectoral level.
