Tenders are invited for Developing a Strategy for Digital Public Infrastructure in Chad
The general objective of the mission is to enable the Government of Chad to take stock of the existing situation in relation to current or planned dematerialization initiatives; and in the light of the reforms undertaken at sectoral levels.This mission specifically involves: (i) carrying out an assessment of the current state of the dematerialization of public administration; (ii) make a detailed inventory of existing IT capabilities; and (iii) carry out a gap analysis in relation to ongoing or planned dematerialization initiatives. The consultant must:• Establish a detailed inventory of existing basic energy infrastructure and digital connectivity (e.g. type of internet connection; network equipment) physical assets/hardware; systems and digital applications (with the number of users) ; IT workforce and skills; and services provided to end users (internally or through external service providers/suppliers). Determine the gaps and challenges facing state administrative departments as well as areas for improvement and strengthening and establish a comprehensive dashboard of the data collected.• Take stock of the situation of internet connection network services and hosting and storage of public data and government digital platforms; through field visits. The assessment should collect real statistics and assess service levels; multi-level security; cost; availability; cooling system; human resource staffing and skills; etc.; and compare them to reference criteria (national and international). Propose strategies on how to consolidate and better exploit the available infrastructure.• Conduct an analysis of the organization and political economy of the functional departments responsible (on a target sample) for key aspects of the information systems and applications in place; management and qualified workforce in order to perceive the internal roles and responsibilities for designing; implementing and monitoring and evaluating reforms.• Make an inventory of the data management standards and procedures currently in force in each department and agency surveyed.• Establish a detailed map of existing and future needs (over a 5-year horizon in relation to current or future dematerialization initiatives); expressed by the ministerial departments and agencies interviewed; in terms of material and equipment installations network; energy; licenses; services from ADETIC or private suppliers; training of staff to operate and maintain the systems; etc.). Create a dashboard of the information collected and estimate the necessary investment.• Establish a contact base for all IT managers met during the mission. The total duration of the mission should not exceed three (3) months
