Expression of Interest are invited for Development of A Roadmap for The Cyber-Resilience in Four Key Sectors in Chad.

The objective of this mission is to conduct an assessment of the maturity of cybersecurity in Chad and to develop a roadmap for a critical infrastructure protection (CIP) program in four key sectors (telecommunications; energy; public administration and finance).The mission mandate includes: (i) an assessment of cybersecurity maturity in four critical sectors; taking into account legal frameworks; incident detection and response capacity (e.g. SOCs and CERTs) ; cybersecurity culture and skills (e.g. ability to recruit talent or mobilize external talent through penetration testing and ethical hacking) as well as technical measures taken for risk management (e.g. vulnerability management processes; honeypots; etc.); (ii) developing a roadmap for strengthening cyber resilience in these four sectors; with clear objectives and milestones over a five-year period; including the assignment of specific responsibilities to each relevant stakeholder ; (iii) capacity building of relevant stakeholders; including technical staff and decision-makers; for example through virtual and in-person training and workshops; and(iv) drafting relevant materials for the development of global public goods in the form of policy briefs; technical advice; blog posts and presentations; to facilitate the dissemination of mission findings and best practices relevant to the CIPThe consultant should advise the World Bank work team of areas which; in their opinion; may require further analysis or which may go beyond the scope of the work as set out above. The Consultant will also be responsible for identifying the information necessary to ensure the proper execution of the mandate; and for ensuring an exhaustive and complete analysis of all technical and regulatory issues affecting the study.The activity will draw on proven methodologies and international best practices (e.g. NIST; ITU; OECD; ENISA; CMM); and will include a best practice benchmark for CIP from selected peer and ambitious countries.The activity will draw on desk research; individual and group discussions with relevant stakeholders in the country and at regional level; data collection; case study and comparative analysis for the CIP in peer and ambitious countries; as well as expert advisory services; including Japanese cybersecurity know-how. The results will be discussed; validated and disseminated to all key stakeholders through workshops. The focus will be on identifying innovative approaches and robust models that can be applied to improve CIP in the context of a low-income country with nascent cybersecurity capacity.The methodology will include engagement of a wide range of stakeholders across government and the private sector; including; for example; the Ministry of Digital Economy; Posts and Telecommunications; the Ministry of Energy; of Mines and Petroleum Resources; the Ministry of Economy and Finance; the Electronic Communications and Postal Regulatory Authority; National Agency for Computer Security and Electronic Certification; ICT Development Agency; National Society electricity; Mobile network operators; Sotel Chad; Suda Chad; Commercial banks; Bank of Central African States; National Secure Securities Agency of Chad.The mission must be carried out within a maximum period of ten (10) months; from the date of signature of the service order.
