Request for proposals are invited for Development and Implementation of a Credit Information System

SCOPE OF SERVICES
The Scope of Services to be provided includes:
• The prospective Vendor must be capable of developing and implementing a scalable and modular CIS, which would allow for an appropriately priced solution that is in line with international best practices. The solution must have the potential to incorporate more sophisticated features in the subsequent phases of the CIS development in line with the market needs of Seychelles.
• The Vendor will be required to transfer knowledge on technical management of a CIS and provide guidance on maintaining business continuity measures, backup for disaster recovery site and transferring data from the system to an external archive.
• The system must be capable of processing positive and negative data sourced via APIs (or other easy to implement interfaces) from banks, credit unions, non-bank financial institutions, and other non-bank creditors (leasing, public sector lenders, telecommunication companies, utilities, micro-finance institutions etc.). Initially the CIS will serve Commercial Banks, Development Bank of Seychelles, Seychelles Credit Union, Housing Finance Company, and will eventually be extended to include other credit data providers including fintech companies, state owned enterprises, hire purchase providers, credit sales and financial leasing companies, insurance companies and other potential data providers. Initial data inputs will include positive and negative information on all credit facilities. It is anticipated that over time, the CIS will include other value-added data.
• In addition, the system should be able to provide aggregated data in the form of reports, for use by CBS in its function as regulator of the financial system. This will assist the CBS in undertaking its institutional functions, such as macro and micro prudential supervision, financial stability, monetary policy, statistical analysis, research and other key financial system regulator objective
