ASSIGNMENT DESCRIPTION
The World Bank Group is soliciting proposals from qualified consultant firms to provide the scope of services identified in this Terms of Reference (TOR). The development of critical pathways for pollution management through the carrying out of the following tasks: Plastic value-chain analysis; plastic recycling and reuse strategy development; and preparation of a communication strategy and related materials towards circular economy; and the development of critical pathways for sustainable fisheries through: fisheries and aquaculture value chain analysis and preparation of strategy for value chain development; preparation of aquaculture scale up action plan; capacity development for sustainable fisheries and aquaculture.

ELIGIBILITY
Eligibility restrictions apply:
- 10 years of experience of the firm in providing environmental services including experience in cleaner production / circular economy, plastic waste management, marine litter management; fisheries and aquaculture. Technical depth and breadth, and demonstrated ability to apply technical knowledge into policy recommendations;
- At least one completed project during the last 5 years relevant to plastic waste management including recycling and circular economy applications; marine litter analysis; plastic chain value analyses.
- At least one completed project during the last 5 years relevant to marine fisheries and aquaculture value chain analysis.
- Demonstrated track record in similar tasks in the Middle East and North Africa Region; prior experience in West Bank and Gaza will be an advantage.
INDIVIDUAL / FIRM PROFILE
The consultant will be a firm, or consortium of firms with appropriate capabilities, resources, and experience to execute the full extent of the scope of work; have demonstrated core expertise and experience in: (i) marine litter, (ii) plastic waste (iii) fisheries and aquaculture, and (vii) relevant West Bank and Gaza experience.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). A. BACKGROUND
1. The West Bank is located west of Jordan River and the Dead Sea with an area of 5, 650 square
kilometers. The Gaza Strip is located in the southeast corner of Mediterranean Sea, borders Egypt on
the southwest and Israel on the northeast. Its coastline is approximately 41 km long. Poverty rate in
the West Bank and Gaza has been hovering high at around 65% of the population living under the
poverty line. Nearly 80% of the population depends on aid from international organizations. There
are indications that poverty is becoming more widespread, according to the World Bank Assistant
Strategy FY18-21. The West Bank and Gaza has some of the highest unemployment rates globally,
particularly with youth (age 15-29) for whom the unemployment stands at 39%, and 58% in Gaza Strip.
2. The key development challenges in West Bank and Gaza are the knowledge gaps, insufficient capacity
and dialogue in plastic pollution management. There is anecdotal evidence that solid waste
generation in the Gaza Strip has been steadily increasing with the increase of the population, and only
around 3% of the daily generated plastic wastes are being recycled in Gaza Strip. It is crucial for the
people in Gaza to understand better the current plastic and waste flow and develop a pathway
towards circular economy, in which products are designed for reuse and recycling, making waste more
valuable and reducing the load of waste. With recent COVID-19, the inflow of goods has been more
restricted, and it is highlighted the necessity of reuse and recycling of valuable scarce materials. While
currently there are no quantified data or information on the scale of impact of plastic waste on the
coastal and marine ecosystems in the Gaza Strip, there are indications of a growing problem.
3. Fisheries and aquaculture are one of the main economic activities in the Gaza Strip and aquaculture
is an emerging economic activity in the West Bank. The fishing sector is a vital source of employment,
with more than 100, 000 people relying on the sector as fishers, retailers, exporters, restaurant
owners, suppliers, and transporters. Fish is one of their main sources of food, and it plays a key role
in food security, more so in current situation of COVID-19. Fish production from inland aquaculture
has increased, as well as its marketing from Gaza Strip to West Bank since 2014 when the security
check point has been opened. Gaza Strip can transfer fish only on Sundays and Wednesdays and only
to West Bank. However, the quantity of fish transported has been increasing in the past years. It was
no export from 2008 to 2013, then 7 tons in 2014 and constant increase to 393 tons in 2019. Recently
FAO has started to demonstrate marine cage farming in the Gaza Strip, after securing a farming lot in
the ocean. The lot is located approximately 3.5 nautical miles off the southern border of Deir Albalah
governorate. The establishment of this marine aquaculture zone is intended to demonstrate the
feasibility of marine aquaculture and to encourage the future expansion of the sector in the Gaza
Strip.
4. Through the rapid fisheries diagnosis, main stakeholders have been identified: (1) Government
ministries and institutions: (i) General Directorate of Fisheries (DOF) in Ministry of Agriculture (MOA),
in terms of fisheries resources management, (ii) Ministry of National Economy (MONE), in terms of

trading, (iii) Ministry of Transport (MOT), in terms of vessels registration, (iv) Ministry of Labor (MO
