ADB consulting contracts may be extended to a reasonable degree when doing so is justified within ADB's core procurement principles. Any extensions are subject to operational needs, consultant performance, and continued availability of funds.
The Flood Management in North Java Project (FMNJP) will propose enhancements in “water resources
data management and planning capacity” (output-1) through preparation and implementation of three
components including i) 1A: Flood Forecasting, Early Warning and Flood Management Systems (FFEWFMS)
established in river basins of the Jratunseluna and Cimanuk-Cisanggarung river basin territories (2
RBOs; Directorate of Water Resources Engineering I, DGWR), ii) 1B: Earth Observation Services for
FRM operationalized (DWRED, DGWR), iii) 1C: Institutional strengthening, planning and coordination
for the implementation of FRM plans in the river basins of the Jratunseluna and Cimanuk-
Cisanggarung river basin territories (DGRD, MOHA).
This is presenting component 1, which is proposed in the river basin of the Jratunseluna and
Cimanuk-Cisanggarung river basin territories to allow enhancements in (i) quality (i.e.,
representativeness, coverage and accuracy) and quantity of hydro-meteorological data by considering
collection/review/analysis/quality control, (ii) preparation of flood extent/hazard/risk products
through use of hydrologic and hydraulic models, and monitoring networks (integrated use of ground-
based gages, radar, and satellite) on a real-time basis by including forecasts, and (iii) flood
risk management plans that are integrated with water resource management plans and other
infrastructure development and community activities in the respective river basins.
In particular, FFEWFMS shall be used to i) address flood risks on a real-time basis, ii) build
FFEWFMS strategy compatible with site-specific constraints/requirements, and iii) provide guidance
to involve local communities and public/private stakeholders into the FFEWFMS processes. FFEWFMS
shall be developed by considering i) numerical models (hydrology/hydraulics through extent-hazard-
risk approach at the river basin scale), ii) impacts of climate change as per ADB framework .
FFEWFMS shall be built on an operational system at the river basin scale by considering i)
technical, ii) community (capacity building at the community level and training at the
central/provincial Government level).
