Expression of Interest are invited for Development of Productive Uses of Electricity in Mali.

Description: Mali is a landlocked and fragile Sahel country with an economy based on agriculture. Energy poverty has been identified as one of the main factors of the country's fragility. In its new electrification strategy (National Program for the Improvement of Access to Electricity in Mali, PNAAEM), the government of Mali aims to expand access to sustainable electricity to promote job creation; diversification of the economy; improving human capital outcomes, reducing fragility and rural transformation, prioritizing potential economic nodes with agribusiness and mining activities. The World Bank supports the government's objective through various projects intervening, among others, in the energy and agri-food sectors.

The main objective of this Consultation is to support the establishment of an ecosystem for the development of productive uses of electricity (UPE) in Mali. It will promote the creation of partnerships between the different actors involved in PSUs and support the creation of links across agricultural value chains. The mission includes the following activities: (i) analysis of existing projects financed by the World Bank or other partners and facilitation of synergies between projects; (ii) establishment of an ecosystem to stimulate the development of PSUs by allowing MSMEs access to cleaner energy technologies, efficient appliances, financing and markets; (iii) support for the efforts of MSMEs and other stakeholders to access financing and technical assistance within the framework of projects financed by the World Bank or other donors; (iv) development of relationships and partnerships with stakeholders operating in targeted areas, establishment and management of a database of financing projects for PSUs, implementation procedures and stakeholders involved; (v) support in coordination between the World Bank and the various stakeholders; (vi) identification of constraints and barriers to the promotion and deployment of PSUs and recommendations to address these challenges; and (vii) coordination and monitoring and evaluation of interventions in the field of UPE.
