Description :
Developed under the leadership of Jordan-s National Designated Authority (NDA), the Ministry of Environment, the GCF approved a Readiness Program for Jordan with GGGI as its delivery partner. The Readiness Program provides resources for strengthening the institutional capacities of NDAs and direct access entities to effectively engage with the Fund. It is designed to synergize with and add value to a separate Readiness Program being implemented by United Nations Environment Program (UNDP). GGGI-s Readiness Program aims to strengthen the institutional capacities of the NDA and potential DAE to efficiently engage with the GCF, including by building a pipeline of climate change projects and enhancing country ownership.
GCF Project SAP Concept Note Development / Enhancement
To enable a healthy financing environment for green projects and initiatives in Jordan, well-established entities, fully operational, commercially viable funding institutions / facilities which are accessible, transparent, and accredited, covering the spectrum of financing needs must exist on the national scale. These entities must also have a strong pipeline of projects to implement. This workstream will support the NDA to access climate finance through the GCF (or other climate funds) by enhancing the selected concept note which was identified, for Jordan-s preliminary pipeline of climate projects for submission to the GCF. The concept note will need to be refined and placed in the template provided by the GCF and accompanied by a pre-feasibility study.
GGGI is seeking a Firm (Consultant/Service Provider) to develop quality SAP concept notes and detailed pre-feasibility studies for two high-priority, low-risk climate actions in one or more of the green growth sectors (agriculture, water, energy, tourism, transport, or cross-cutting), in order to enhance the identified climate change project opportunities towards which capital raised by the GCF or the private sector could be directed.
Under the scope of work, the Successful Service Provider shall be required to perform the following activities:
a.Desk review of current draft of concept note/project identification report to validate and/or update existing data in the project concept (within the Jordanian context);
• Study can make use of existing information and data from secondary sources and complement these with primary data as needed;
b.Define methodology to be employed;
•Steps to be taken (e.g., 1. Context setting 2. Objective of the Project 3. Assessment 4. Implementation Arrangements 5. Recommendations 6. References) and approach for each step.
•Please reference Annex A for examples of potential methodology components.
c.Conduct assessment of feasible options for project implementation using existing/available data, studies, resources, consultations, and field visits (where applicable);
•Technical studies, data and information can be collected from previously implemented projects, or projects that are approaching the end of their implementation
d.Organize the study according to the GCF format outlined in Annex A; enhance and update the concept note in GCF SAP template.
Scope of Work
This assessment shall present technical, environmental, financial, social, and policy assessment of feasible options/solutions for the proposed project/programme and proposing outcomes and recommendations with the most feasible and sound options for the project/programme. Ensure the concept note addresses a climate rationale which includes scientific analysis. The assessment shall enhance the overall quality of the concept note for submission to GCF. The assessment will be carried out in close consultations with important stakeholders under guidance from GGGI team.

Please note that you may be required to ‘Opt In- before you can start populating your response. The ‘Opt Out- functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In- at any time during the tender process if you initially decided to ‘Opt Out-.
SUBMITTING YOUR RESPONSE VIA THE PORTAL:
