Tenders are invited for Development of the South Sudan Digital Roadmap and Greening Digital Infrastructure
The consultancy will be expected to identify and define digital pillars including digital infrastructure; digital skills; digital services; digital businesses; data protection and cybersecurity as well as well the institutional; legal and regulatory frameworks in South Sudan that would inform the development of a National Digital Roadmap. This assignment would include identifying gaps and benchmarking against regional and international best practice; development of a clear implementation plan including flagship projects; budget; responsible agencies; and timeline.Following is a summary of key tasks:
1. Development of the Digital Roadmap Purpose of Digital RoadmapOutline and define the purpose of the Digital Roadmap including planning of the digital sector; identifying key gaps and how to address them; government engagement with investors in the digital sector. Objectives of the Digital RoadmapDefine the broad objective of the Digital Roadmap to build a robust; secure; affordable; accessible; and reliable digital sector which will benefit the public and private sectors; and ultimately improve the lives of the citizens in South Sudan. Pillars of the Digital Roadmap.Identify and define key digital pillars for example digital Infrastructure; digital skills; digital businesses; digital Services as well as cross-cutting digital themes such as data protection; cybersecurity; and other legal; regulatory and policy frameworks benchmarked against regional and international best practices. Implementation of roadmap; with needed investments; and timelineDevelop a Digital Roadmap including a sequenced and time-bound implementation plan with clear objectives; outcomes; outputs; flagship projects; cost estimates; key performance indicators; targets; timeline; monitoring and evaluation framework including identifying and defining the roles and responsibilities of key stakeholders under each pillar and cross-cutting theme. The Digital Roadmap would be similar to other similar digital roadmaps such as the Digital Economy Blueprint in Kenya; Smart Rwanda ICT Sector Plan among others. Validation and Dissemination WorkshopsConduct broader consultative workshops in country to validate the National Digital Roadmap where the consultancy will be required to present; collect stakeholder feedback and additional inputs; and launch the proposed National Digital Roadmap. The merged TORs do not align with the approved objectives of CREST funding which were to (i) characterize climate hazards to existing and planned ICT infrastructure and (ii) develop a list of minimum standards; regulations and institutional procedures that would need to be included for the enhancement of PSP in future digital development projects. Instead; the revised climate scope is to develop an early warning system to enable South Sudan to respond to climate induced emergency situations. While early warning systems are a part of resilience building; the CREST support was intended to help South Sudan make preparations to reduce vulnerability of the overall digital/ICT infrastructure network to expected climate hazard impacts.
2. Develop a Plan for Greening Digital InfrastructureThe consultancy firm will be required to develop a plan for greening digital infrastructure including data centers; data processing and storage so that digital infrastructure is as climate friendly as possible. Specific activities may include:* review key green data center and digital infrastructure indices in South Sudan (e.g.; energy/water resources efficiency level) of data centers (including comparison between public/private operated data centers); and benchmark for the adoption of the international standards such as EU Code of Conduct on Data Centre Energy Efficiency; ITU-T recommendations on Green Data Centers* develop a list of minimum standards; regulations and institutional procedures that would need to be included in future digital development projects* provide recommendations for current and future green data centers including adoption of renewable energy; cooling technologies; air flow management; recycling of e-waste; alternative energy sources; multiple power sources management; reuse of waste heat in the context of South Sudan. More specifically; purpose and recommend solutions to implement e-waste management through designing and implementing the Extended Producer Responsibility (EPR) program to reduce the digital sector-s carbon and environmental footprint through e-waste collection; dismantling; refurbishing; and recycling.*
