Quote Validity:
The Consultant agrees to hold the prices in its offer firm for 120 days from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP.
Background
USAID -Tunoze Gusoma project will strengthen the education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on learning of foundational reading skills. Specifically, the anticipated five-year activity will improve learning outcomes by focusing on increasing Kinyarwanda literacy skills of boys and girls through primary 3 (P3) through four intermediate results (IR): (IR1) Pre-primary education system enhanced to develop, promote and improve emergent literacy, (IR2) Lower primary reading classroom instruction improved, (IR3) School environments improved for increased lower primary reading outcomes, and (IR4) Education systems management strengthened for improved literacy outcomes.
The USAID Tunoze Gusoma Project will include a focus on strengthening school leadership as the key strategy for improving the pedagogical environment in schools.
Scope of Work
The objective of this consultancy is to support the IR12 and IR3 team to develop digital content that will be hosted on the REB e-learning platform to serve as CPD courses. The consultant will be working with content developers, script writers, translators, videographers, audio technicians and voice actors to produce digital content that will be compatible with the REB e-learning platform.
The consultant will collaborate with other staff in charge of content development to incorporate all type of contents into the digital content while being guided by the storyboard. He/She will propose and adopt general layout of the course and deal with the look of the content - User Interface.

Qualifications :
Bachelor's degree in information technology, Electronic and Telecommunication or related fields.
Experience in e-content development used on ELMS, interactive education content development with simulations and animations.
Strong, hands-on experience in e-course development and design layout including use of video, audio, text, and animations in the content.
Familiarity in using e-content editing software, especially Articulate Storyline and Articulate Studio.
Excellent skills in Articulate Storyline, Articulate Studio, Photoshop and In Design
Good teamwork spirit with the ability to build relationships with work partners; ability to work effectively within a cross-development team.
Creative ability to find interesting ways to present content and generate new ideas.
Strong experience in Microsoft Office, especially MS PowerPoint.
Good understanding of current online e-course concepts, strategy and best practices including familiarity with basic Learning Management Systems.
Passion, excitement, and drive to make a difference.

FHI 360 may perform a background check on any selected Consultant candidates.
