At global level, the SOYEE Hub of Plan International-s Global Hub (GH) focuses on developing
programme and influencing models, tools and guidance, opportunities for learning and knowledge
exchange, advocacy on SOYEE, and generating research and evidence which supports Plan-s
gender-transformative approach. The SOYEE Hub coordinates the global SOYEE Network, which
connects technical specialists and other colleagues to enhance cross-organisational learning and
information sharing, highlight best practices, and strengthen capacity building.
The 2022 Global SOYEE Meta-evaluation comprised a desk review of 90 sampled evaluations
produced between 2018 and 2022. The meta-evaluation found very high levels of effectiveness of the
sampled SOYEE projects, with outcomes including increased self-worth, empowerment and capacity
for self-protection of youth participants as well as increased skills and confidence for
entrepreneurship and improved conditions for employment. In terms of gender transformation, the
SOYEE projects had stronger potential when working to improve the condition, position and agency
of young women and girls, to address youth needs in all their diversity, and to create an enabling
environment for gender equality and inclusion. While a limited number of the sampled evaluations
included digital solutions, greater research and analysis is required to guide digital SOYEE solutions.
Furthermore, data collection of the perspectives of young people and other stakeholders on digital
solutions is required, however this was not included in the desk-based meta-evaluation.
