This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for Divisional Solids Management Feasibility Study, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

Niagara Region is seeking a Consultant to conduct a comprehensive feasibility study comparing the Region-s current decentralized solids management system with centralized systems. The study will evaluate the long-term financial, social, and environmental impacts of both approaches, including potential revenue from energy recovery, biogas production, and renewable gas generation. It will focus on strategies to reduce lifecycle costs, transportation expenses, GHG emissions, and explore opportunities for dewatering, land application, and composting, while identifying improvements to the existing biosolids management process. Additionally, the study will consider the potential benefits of consolidating processes, reducing redundant equipment, and optimizing resource recovery and operational efficiencies in a centralized system, aiming to achieve cost savings, improve sustainability, and adapt to future regulatory and technological changes. The consultant will also explore opportunities for third-party partnerships or public-private partnerships to further enhance operational performance and resource optimization.
