Expression of Interest are invited for Domestic Electricity Demand Growth; Supply Security; and Power Export Facilitation.

The objective the consulting service is to advise Electricite du Laos (EDL) and the Ministry of Energy and Mines (MEM) on domestic electricity demand growth; supply security; and power export facilitation strategy. The scope of works will consist of the following tasks :Task 1. Domestic power demand growth analysis and assessment of new technologies deployment opportunities : The selected Consultant will carry out deep dive analysis on the domestic power demand growth senarios based on identified economic growth projections and committed power exports; as well as potential opportunities to stimulate domestic demand through new technologies and business opportunities including; but not limited to; E-mobility; High-Speed railway demand increase; green hydrogen production; and addressing the seasonality of supply through energy storage system to ensure adequate grid capacity and stability of power supply. Task 2. Supply security and optimal generation planning :The selected Consultant will assess the status of the power sector development; the resource potential; critical constraints for grid infrastructure and generation capacity expansion; and hydrology variability; to develop relevant scenarios for least-cost generation expansion modeling. The modeling horizon will be discussed and agreed with the Bank team. Based on the results of modeling exercises; the Consultant will provide recommendations on optimal capacity expansion pathways ensuring reliable and sustainable supply; meeting domestic demand growth and export commitments. The Consultant will also provide policy advice and regulatory reform as necessary to effectively achieve planned capacity expansion at a timely and least-cost manner.Task 3. Transmission planning for domestic grid and interconnections for exportThe Consultant will perform a comprehensive and deep dive system study which involves the assessment of the current performance of EDL domestic grid and interconnections among EDL; EGAT and EDC. As a basis for this analysis; a toolchain will be considered for this study that covers data collection and conditioning techniques; scenario and snapshot building; dispatch simulation; grid model development; validation; project cost and cost/benefit analysis; competitive tariff advantage to the electricity market in the targeted neighboring countries. This analysis will also support the system design for EDL to achieve balancing export among parties and then to expand export further. Specifically; this technical analysis will address at least the following key aspects : (i) Identification of interconnection investments required based on signed PPAs; (ii) Costing of interconnections identified above; (ii) Power flow analysis and generation source identification to fulfill all commitments.Task 4. Power export facilitation strategyThe Consultant will advise EDL/MEM on power export strategy to fulfill the current commitments and increase export potential based on the above system analysis. The Consultant will also assess the current instutional arrangement and regulatory framework to identify gaps and provide recommendations on neccesary reforms to faciliate the power export and ensure supply for increasing domestic demand.
