The objectiveof this consultancy is to conduct a review of the existing emergencypreparedness, recovery, and restoration plan of DOMLEC, identify any gapscompared with international good practice and propose a revision of the plan toaddress the gaps as well as to cover the new transmission system and facilitiesto be developed under the Dominica Geothermal Risk Mitigation Project 2. The consultant will also propose requisiteinstitutional procedures and protocols, capacity building of DOMLEC staff necessaryfor the plan efficient implementation.
