The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1), single source for purchase not exceeding the simplified acquisition threshold, to:

Description of Requirement: The contractor shall provide all necessary labor, parts, and materials to provide Custom built water control structures of various sizes. Details include Automated 3-chamber structures with flow monitoring, based on 6- height, with either 6”, 8”, 10”, and 12” inlet and outlet couplers. Each structure is quoted with (2) - 6" distribution couplers; one located on right-hand side and one located on left-hand side of the middle chamber. Each structure also includes a 3-level remotely-programmable controller with cellular/cloud-based communication, 4 actuated valves, 3 radar level sensor assemblies, solar power system, structure wrap bracket, enclosure brackets, hardware, and (2) - 12” tall v-notch weirs per structure. Web based data collect platform to monitor and manage system remotely. Data platform dashboard to display and collect water levels, water flow, battery, valve positions, and all set points remotely.
Due to research projects already in process, it is imperative that these units match existing research sites already I use for continuity of implementation and measurement.
Agri Drain is the sole manufacturer of Agri Drain-s Manual and Automated Water Level Control Structures, including the Smart Drainage System®, and hold the patents on major parts of the system.
