Description : A)Purpose and Description of ServicesContractor will provide pre-employment and reasonable suspicion drug collection and testing services to Porterville Developmental Center job applicants and employees, as requested. Contractor must meet all National Institute of Drug Testing (NIDA) requirements for collection and testing for specified drugs and alcohol. Testing will be performed either at Contractor¿s place of business or at PDC as required by the State. Contractor must have a Certified Breath Alcohol Technician (BAT) available 24/7. Since under certain circumstances a 30 minute response time is required, Contractor¿s place of business must be local to PDC (within 15 miles). See Exhibit A of the IFB for the description of required services. The terms of this Agreement will be July 1, 2025 through June 30, 2028.B)Bidder Minimum QualificationsAll bidders must meet the following requirements to be considered responsible and responsive to this IFB.1.Reasonable suspicion collection and testing requires a thirty (30) minute response time to PDC by a Certified Breath Alcohol Technician (BAT). Contractor¿s place of business must be no greater than 15 miles from PDC and Contractor shall have a BAT technician available for response twenty-four hours a day, seven days a week to meet this requirement.2.No bidder may bid on work of any kind that the bidder is not properly licensed.
