Description

Notice of Intent to Award a Sole Source Contract

This is a notice of intent to award a sole source contract to a Small Business (SB) and is not a request for competitive proposals.

The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) intends to award a sole source a purchase order with a Base and one twelve-month option period to Upstream Tech, Inc. to support the Natural Resource Conservation Service Easement Programs Division on Easement Land Use Change Detection.

Requirements:

FPAC is initiating a pilot program to use the Lens tool specifically designed for easement monitoring which combines access to high resolution satellite imagery with built-in analysis and reporting tools. The platform provides a collaborative tool that enables stewardship staff, regardless of geospatial expertise, to quickly review and inspect remote data to address concerns about on-site conditions. Lens' proprietary "Lens Lookout" feature allows users to receive automatic, custom-set notifications when there are changes on easement lands. Staff are alerted to changes in property ownership based on nation-wide parcel data, vegetation cover, and more, while reducing false positives. FPAC requires a subscription for the tool and consulting services for the implementation of the pilot program.The proposed contract action is for commercial services for which the Government intends to solicit in accordance with (IAW) Federal Acquisitions Regulations (FAR) 13.5, Only one responsible source and no other supplies or services will satisfy agency requirement.
