Escambia County Area Transit (ECAT) is seeking proposals from qualified, responsive and responsible companies to provide the successful deployment of a modern software solution of demand response scheduling and dispatching software with a demand-response microtransit module. The scope of work/specifications is outlined in this Request for Proposals (RFP). The successful Proposer shall meet the terms and conditions set forth in this document and all other attachments.Our goal is to award and to select the best software platform to suit ECAT-s needs. The anticipated contract will be for a five (5) year term.Microtransit service refers to transportation by an accessible multi-passenger vehicle that uses a digital network or software application to offer on-demand service in response to individual or aggregate consumer demand. It has the potential to impact the public positively and directly by filling in gaps, bringing service to underserved communities or allowing for first mile, last mile connections to existing service. Through the implementation of a new micro transit system and software, ECAT will ensure that it is better serving the community and implementing new, innovative technologies. ECAT-s greater mission of providing efficient, responsive services that enhance quality of life, meet common needs, and promote a safe and healthy community. The goals of this project include:1. Increasing access to education, jobs, and other essential services2. Improving Key Performance Indicators (KPIs), such as ridership and system efficiency3. Implementing innovative technologies to effectively serve low-density or low-ridership areas4. Increasing ridership5. Prioritizing service along major corridors to lower overall travel times6. Scheduling optimization7. Implementing and improving call center scheduling and dispatching through the application/software
