PROJECT BACKGROUND

Municipal Property Assessment Corporation-s (“MPAC”) application of the cost approach to unique and special purpose properties is the estimation of external obsolescence (or lack thereof). As part of its valuation process, MPAC estimates the extent of external (specifically economic obsolescence) present for a variety of unique and special purpose properties.

Current Process:

As part of its work, MPAC analyzes economic obsolescence for a number of property types or industries. For each sector, the analysis looks at key external influences impacting the industry, current industry performance and market trends, as well as the future outlook for the industry. The analysis of economic obsolescence consists of both qualitative and quantitative research. Generally, MPAC-s approach to quantifying the existence of economic obsolescence broadly relies upon a collective sampling of profitability and efficiency ratios analyzed over a period of time and benchmarked against a legislated effective date.

MPAC considers a variety of approaches to quantify economic obsolescence, determining the appropriateness and applicability of each approach based on the available data within each respective industry. The following approaches are commonly (but not strictly limited to) used:
