Project Background



The project has two specific objectives which target directly Priority 1: “Stimulating policy innovation” and Priority 3: “Contributing to the improvement of the business environment” from the EU initiative “Support to Civil Society Organizations in Palestine - Economic Development”. The project will be implemented simultaneously in the West Bank, the Gaza Strip, and East Jerusalem.



The two specific objectives which PalTrade has set for this project are:

· Objective 1: To create a national policy that would foster a green enabling environment for Palestinian economic enterprises;

· Objective 2: To build up enterprises- green capacity to penetrate global markets.

Objective 1 of the proposed project addresses directly Priority 1 of the EU call for proposals. Fulfilling the first specific objective of this project will result in the realization of one outcome, namely:

Outcome 1.1: The formation of an effective mechanism for engaging public-private partnerships (PPPs) in the process of creating a green business enabling environment in which enterprises will be able to penetrate global markets.

Objective 2 of the proposed project has been designed in line with Priority 3 of the EU call for proposals. This objective designed to support achieving two outcomes:

Outcome 2.1: The provision of easy access for enterprises to high quality development and trade information services that will provide them with the tools to identify the needed resources to produce products and services in a green business enabling environment.

Outcome 3.1: Enhanced promotion of Palestinian enterprises entering the global green niche market.



PURPOSE OF THE CONSULTANCY

The consultant is expected to qualify whether the project has/is projected to achieve the action-s intended results, purpose and objectives. It will examine the relevance of the action, effectiveness and efficiency of the approach and methodology, impact and sustainability of the benefits

Introduction and Purpose
PalTrade was established in 1998 as a non-profit, membership-based organization to “lead the
development of Palestinian export as a driving force for sustainable national economic growth”.
Over the last 18 years PalTrade, as the mandated National Export Development and Promotion
Organization has worked with Palestinian exporters, the wider export support and national partner
network, international donor agencies and the international export support network, to deliver a
positive impact on Palestinian export performance. In addition, PalTrade-s role as the Secretariat
of the Palestinian Export Council (PEC) which aims to facilitate public / private partnership in the
elaboration, coordination and monitoring of the Palestinian National Export Strategy ( NES ) in a
manner that best enhances exports and international competitiveness have provided a unique
opportunity for moving the export development agenda significantly to the forefront.
PalTrade has received a grant from the EU since 2017 to implement a project titled “Creating a
Business Enabling Environment for a Green Economy in Palestine” as part of European Union (EU),
represented by the European Commission (EC), Support to Civil Society Organizations in Palestine
- Economic Development and Local Authorities.
The evaluation will systematically and objectively assess project design, project management, and
project performance and results. The evaluation will provide credible and useful assessments, as
well as include practical and constructive recommendations, in order to strengthen PALTARDE-s
to support efforts to create a conducive business enabling environment that stimulates
investment in export activities in the green economy. The evaluation will provide accountability to

PALTRADE management, project stakeholders, as well as the European Union with whom the final
evaluation report will be shared.
The evaluation will focus on results to date, a review of project operations, project management
and implementation, and the provision of suggestions for improvements. As this end-term
evaluation it will not attempt to measure final impact, but will instead evaluate whether project
set-up is likely to enable achievement of measurable impacts.

The design of the proposed project on creating a business-enabling environment for green
economy in the Palestinian Territory has been developed with the following target groups in mind:
 The government sector: The public sector institutions targeted by this project include but
are not limited to: the MoNE, the Ministry of Agriculture (MoA), the Ministry of Tourism
and Antiquities (MoTA), the EQA, the Palestine Standards Institution (PSI), and the PIPA.
Other partners from the public sector might be identified throughout the implementation
of the project based on the research findings and the specific needs of the Palestinian
economic context. Representatives of these institutions will be members of the steering
committee for the project;
 Private sector organizations: This project targets: the Palestinian Agricultural Cooperative
Union (PACU), member and non-member agricultural cooperatives, cooperatives in the
textile and garments sector, the Palestinian Federation of Industries (PFI), the Palestine
Society of Tourism and Travel Agents (PSTTA), the Business Women Forum (BWF), the
Palestinian Businesswomen-s Association (ASALA), the Sharek Youth Forum, and others.
The steering committee will include members from such organizations;
 Private sector companies: The project will specifically target MSMEs from the tourism, agribusiness, and textile and garments sectors in Palestine with focus on those established or
run by women, youth, and disabled. However, enterprises from other sectors will also
benefit from the knowledge transfer and the improved framework for green economy
which will result from the project.
The proposed interventions aim to profit the following beneficiaries:
 25 certified trade advisors and other business service providers: Their skills and capacities
will be extended to the field of green economy through trainings from local and/or
international experts following best international practices. Certified trade advisors and
business consultants will be given the opportunity to apply the newly acquired knowledge
and skills immediately through the services which they will provide to the selected
companies. In this process, they will be assisted and supported by the international expert;
 PalTrade: PalTrade will be provided with the opportunity to have its staff (certified trade
advisors and business consultants) trained to be equipped with new skills and capacities in
the field of green economy. PalTrade will also benefit as an institution as its profile and
mandate will be augmented to include business and trade services in the green economy;
