ENTERPRISE WORKFORCE AND TALENT MANAGEMENT SYSTEM (WTM) The Department of Public Health (“City” or “DPH”) issues this Request for Proposals (RFP) in search of proposers that have the necessary qualifications to deploy an enterprise-wide, integrated, and hosted workforce and talent management system. DPH has named this project HRise. Whether a Proposer has such qualifications will be determined through the evaluation process described in Section IV of this RFP. Workforce and Talent Management System Vision. The City seeks to procure and implement a hosted enterprise Workforce and Talent Management System (“WTM System”). DPH has over 8, 000 employees. The WTM System must be capable at Go Live of supporting a minimum of 3, 000 concurrent users, with scalability to accommodate 4, 000 concurrent users upon request by the City. The WTM system must integrate with multiple cross-department City systems. Go Live and first productive use must occur within two years after the contract work commencement date. The successful proposer must provide sufficient resources to complete all project work on time and on budget.
