Tenders are invited for Environmental and Social Form Automation Project for Banco General Rumiñahui.

2) Scope of Work
The Environmental and social management system (ESMS) is a set of policies, procedures, tools, and internal capabilities that financial institutions use to identify, assess, manage, and monitor the environmental and social risks of their credit operations. The basic elements of ESMS include: the environmental and social risk management policy, definition of roles and responsibilities, ESMS procedures manual, and management reports.
Banco General Rumiñahui implemented its environmental and social management system (ESMS) in compliance with the Control Standard for Environmental and Social Risk Assessment and Management (Resolution No. SB-2022-1212, amended by Resolution No. SB-2022-1373) issued by the Superintendence of Banks.

The ESMS of BGR utilizes the following tools to identify and assess the environmental and social risks of its credit operations:

1. Exclusion List: A list containing the set of sectors, activities, and practices that are NOT eligible for financing by BGR.
2. Environmental & Social Categorization Form: Tool for collecting environmental and social data from the client, which weighs the sectoral risk matrix and territory sensitivity, indicating the final environmental and social risk categorization automatically.
3. Environmental & Social Sectorial Questionnaires and Simplified E&S Questionnaire: These questionnaires identify environmental, social, and labor risks in Banco General Rumiñahui projects and propose automated mitigation measures in case of client non-compliance.
4. Guarantee Form: Used to assess environmental and social aspects related to real estate offered as collateral in a credit operation.
5. Agreement for Environmental & Social Risk Assessment and Management (E&S Management Plan): Environmental and social conditions required for project approval. Includes general mandatory conditions that require specific mitigation measures according to the categorization of environmental and social risk.

To strengthen the efficiency and effectiveness of the environmental and social risk assessment and management process, it is imperative to automate the existing forms, currently in Excel format. The implementation of an advanced system will streamline the collection, analysis, and management of data, providing a more comprehensive and accurate platform to assess the risks associated with credit operations. Automation will not only enhance speed and consistency in information gathering but will also facilitate the application of mitigation measures, offering a more efficient approach to managing environmental and social aspects.
This technological advancement will optimize Banco General Rumiñahui's ability to adapt and respond promptly to changing operational challenges and meet constantly evolving regulatory standards.
Considering the above, the scope of the consultancy work is to develop a web-based system for Banco General Rumiñahui (BGR) with the goal of automating existing forms for the Environmental and social management system (ESMS).
The system will connect to BGR's APIs to access the necessary information for environmental and social risk assessment and will feature an 8-screen workflow, described as follows:
