The consulting services (“the Services”) include: review of procurement planning, processing, contracting, and contract administration/implementation processes for all contracts under the Borana Resilient Water Development for Improved Program Phase-I. The procurement auditor reviews the documentations kept by both Executing Agency; Ministry of Water and Energy (MOWE) and Implementing agency; Oromia Water and Energy Bureau (OWEB), to confirm their consistency with the Financing Agreement, Project Appraisal Report (PAR), approved procurement plan, and Project Implementation Manual (PIM) and in accordance with the African Development Bank-s Procurement Framework/new-procurement-policy. The Consultant is required to perform an independent audit for three budget year-s i.e. for the 2016 EFY (from the period of July 8, 2023 to July 7, 2024), 2017 EFY (from the period of July 8, 2024 to July 7, 2025) and 2018 EFY (from the period of July 8, 2025 to July 7, 2026) with an estimated implementation period of 1.5 months per year respectively.
