Tenders are invited for Epifanio de los Santos Avenue Greenways Project

The EDSA Greenways Project (Project) is part of the greenways plans prompting the Department
of Transportation (DOTr) of the Government of the Republic of the Philippines (GRoP) to provide
attractive pedestrian connections between the MRT/LRT stations and adjacent areas. The main
objective of this Project is to enhance the pedestrian access to/from the selected railway stations
of the LRT-1, LRT-2 and MRT-3 along EDSA and their connectivity with the adjacent major land
uses and developments within the station catchment areas.
The GRoP has received financing from the Asian Development Bank in the form of a loan toward
the cost of the Project - Phase 1 to build a total of 5.1km approximate elevated
walkways/footbridge networks in following four locations:
• Balintawak Station area;
• Cubao Station area;
• Guadalupe Station area; and
• Taft Station area
A General Consultant will be engaged to provide hands-on support to the Project Management
Office of DOTr providing construction supervision and other technical services during the
construction. The project shall be implemented in twenty-five months, with an expected start of
operation in 2028.
Brief Description of Goods and Related Services, Works, or Consulting Services to be
Procured:
The procurement for the project implementation will comprise different packages, which are
categorized as follows:
• Procurement package for a General Consultant that will be responsible for project
management, design review, construction supervision, and related services; and
• Procurement packages for the infrastructure Civil Works (CW):
o Contract Package 01: Design and Build of Works for approximate 3.05 kilometer of
elevated walkway at Cubao and Balintawak Stations) and
o Contract Package 02: Design and Build of Works for approximate 2.05 kilometer of
elevated walkway at Taft and Guadalupe Stations)
It is expected that the procurement process will commence in Q3 2024.
All procurement of goods and works and consulting services will be undertaken in accordance
with ADB-s Procurement Policy and Procurement Regulations for ADB Borrowers (July 2017, as
amended from time to time).
